ginger is tracking it all. is the good news bad news scenario. >> it is. the issues are already popping up this morning. very heavy rains from parts of west virginia where lots of snow cover, severe weather in eastern tennessee and freezing rain in central pennsylvania. this all on top of 34% of our nation that is covered in snow. so anywhere above that line covered in snow and the next three days going to put heavy rain on top. flooding is only one of the threats. this morning, more than a third of the nation is still blanketed in snow and ice. at least five major cities seeing record snowfall in 2014. but today, the melt is on. minneapolis already soaring to 44 tuesday. the quick thaw causing roads to buckle creating huge backups along i-35. and in chicago, the thermometer skyrocketed to 46 degrees. the warmest temperature in almost two months. chunks of ice falling off buildings downtown. this major meltdown though could mean flooding and inevitably potholes. those dangerous gaping holes formed when groundwater freezes and then expands rapidly. >> way t

and abc's meteorologist ginger zee is tracking the split personality weather for us tonight. >> reporter: parts of southern california laying out almost 150,000 sandbags. preparing for what could bring more rain in four days than they've had in the past year. >> mudslides are more of a potential, especially in areas where there has been fires. >> reporter: especially in places like glendora, california, home of that colby wildfire that gnawed away at nearly 2,000 acres of vegetation in january. >> we need the rain. >> well, i know, but not that much. >> yeah not that much at once. but we do need the rain. >> reporter: they need it to help dent that historic drought. but get this -- even if they get five inches of rain, they would need another 15 inches within a month to really see a rebound. rain will start wednesday, and the heaviest will come friday into saturday. in all, almost a half foot for some. meanwhile, the headline for many east of the rockies is cold. the savage winter still howling in southern minnesota, where the deadline to get your ice fishing house off the lakes is less

thank you so much, ginger. >>> and now we move onto a new warning from some of the nation's top doctors. are too many babies in america being born by caesarean section? is it medically necessary? or is it something else? abc's bazi kanani now with this new report. >> reporter: an alarming number -- 1 in 3 women giving birth in america today, having a c-section. and according to today's report, that number is too high. c-sections, of course, can be a life-saving procedure. but the leading ob-gyn groups behind the new report say, too often, c-sections are not needed. and they are real surgeries. they can lead to infection, severe bleeding. erika cabrera says she suffered after what she now feels was an unnecessary c-section. >> my incision did not heal. i wasn't able to breastfeed due to this. i also had a little bit of postpartum depression, i think it was increased because of this. >> reporter: among women giving birth, those who have planned c-sections have a three times higher rate of serious problems, including death. yet, doctors often turn c-sections early in the birthing process,
