we have a large concern with the risk given the changes underway at ginnie mae. when we were behind in support of the transition to ginnie mae, we did that because we felt it was a proven vehicle for funding loans and it took very, very little risk at the government side. it has never lost money and it is always provided a good source of funding. but it did not make the credit decisions that would roll into the second one which is access to credit. control some access by the number of people that it allowed to be in its program. the number of issuers in its program allows it -- determined how many people and in what way they could get it. so your specific question about transition risk, i see significant transition risks transferring from something that is known to something that is unknown. and i think that what is going on at ginnie mae is making it uncertain and that is what it is going to look like. they have a 2020 initiative not going to be done until 2021. and so we're going to be moving to something that is in a state of transition and i think that poses

we should certainly not rely on any special foresight in the federal housing finance agency or in ginnie mae to deal with this problem. an approach to fannie and freddie would be to continue the current operations but treat them for capital and regulatory purposes, the same as every giant bank including making them sifis and this would remove the arbitrage which drove the expansion and riskiness in the past. five, the bipartisan draft provides for a larger role for the federal home loan banks in security of conventional mortgage loans for smaller financial institutions and this is definitely a good idea. in addition i recommend that the home loan banks be authorized to form a joint subsidiary dedicated to mortgage finance including securityization but advancing structures with lender skin in the game on a national basis. and this would be specially advantageous for smoke local lenders everywhere in the country. in conclusion, as the bipartisan draft proposes we need to move to a system with more robust risk distribution if we want to have sustainable home finance and thank you very much
