[ laughter ] >> it's such a joy to be here and such a celebrate tory week. there has been a lot of talk this week about team and putting team before self and that is not just happening on the ballfield at at&t park, but it's happening in your city and we're so incredibly blessed to have the leadership that we have in mayor lee, board president chiu and supervisor wiener. in no time that i have been involved in the city has both the mayor and board worked together to focus on helping families thrive, through better parks, through better streets, through better libraries and our city leadership deserves such a big round of applause fortaking these steps [ applause ] i also really want to single out our partnership with mr. parks and the library. this is how cities are supposed to be. i don't know if many of you had the opportunity to come an

ginsburg, we regret that but that's why we're here. when the department doesn't want to work with the union and its members, we know what we have to do. what i would like to submit to the commission, what i would like to submit to the commission are documents and then walk right through them, they're important documents, we think they're self-explanatory, they don't need to be characterized by the union but we think those who are familiar with the labor liabilities, these are -- we are having grievances that have quite a bit of financial claims against this department and the city, so if we go through the package, the first item is a grievance sent by the union, it is a settlement by the rec and park back in the summer, i believe, this was due to problems to settle an eeoc lawsuit emanating from the rangers trailer of overtime, the document behind that is the overtime report, we ask you to take a close look, especially the labor representatives, we're informing you that our contract provides mandatory, that it must be distributed evenl

ginsburg and his staff to rectify. the little kids, they will be doing a lot of their after-school programs and stuff. they do need some of that type of -- how should i say it. high-tech communication devices present. probably be costly. another problem is if they are ever going to deal with announcements, they will not be able to handle it too well. they only have one person and microphone is way in the front lower office. i don't know if they will get fiberoptics. i thought possibly they might use something that would be from cell phone to communication. that way be able to get on the loud speaker system. another park in looking over the betty anne long is the structure of the place. i don't know that i got the message yet. i got to look. looks down and i thought they should have a structure and take a once look over, a crack on different floors. there were crooks on the corridor parts. office parts. they are not too bad. i think the facility was informed and fulfilled the safety requirements, thank you. >> is there

current branch library program to be completed. a lot of hard decisions and he stood with us. phil ginsburg, rec and park director. our dpw director mohammed, the last time i saw o & m mohammed he was pushing a wheelbarrow. our department heads have stood with us. jill, karen, besides them, gary, who was at the time capital planning manager for rec and park. mindy, lenu chen, the manager for the project. michael from planning, john from the city attorney's office. michelle and mary, michelle is with the library and mary is with the friends of the library and put on this event today. our commissioners, rec and park, planning, library, who have voted unanimously. some of them more than once for this project. our board of supervisors, who stood with us. the architects, marsha and a special thanks to erin who has done so much to help us on though this project. you know? that is the city side of this public-private partnership and i have to be fair in saying that this project has lasted through the term of two supervisors, two head librarians, three mayors, and four rec and park general managers

and leading the charge on that was our very own general manager of rec and park phil ginsburg joinedh the president of the rec and park commission mark beale. (applause) >> good afternoon, everybody. it's such a pleasure to join monique and our port commissioners and the mayor and port staff and the department of public works celebrating this incredible investment in the port, which is such a significant part of our treasured open space portfolio in san francisco. but most of all, mark beale and i are here to thank the community, to thank all of you for supporting park bonds, the 2008 clean and safe neighborhoods park bonds provided almost all of the $10 million of investment in where we are standing today. and thanks to the 72% of san franciscans that voted yes in november of '12, we have another couple million dollars that will work on a little ways down the south area. you can see it. we'll be able to renovate the next piece of this incredible vista and open space. so, we just want to celebrate our tremendous sister agency. here's to open space and here's to recreation and here's

>> we know that that question runs up against the so-called ginsburg rule. which is when i was before the senate judiciary committee, my rule was you can ask about anything i have written, about any of the hundreds of decisions i wrote when i was a judge on the court of appeals for the d.c. circuit, but you can't ask me questions about an issue that is likely to come before the court. and i think everybody knows that not so long ago congress passed a law called the defense of marriage act, which says marriage is between a man and woman. entity come from a state that recognizes same-sex marriage, like massachusetts, like new york, know what the state has to recognize that marriage. and it won't be recognized by any federal purposes, for example, social security. there has been a challenge to the constitutionality of that at -- that act. the court of appeals upheld it unconstitutional. the review has been filed in the supreme court. we haven't acted on it yet but it would be extraordinary for the court to act, to consider the constitutionality of a law passed

with me now once again to answer that question is ambassador mark ginsburg, former u.s.dor to morocco and former deputy senior adviser on the middle east policy, thanks for sticking with us. is this going to be the death nail to any possibility of negotiations in the near term? >> i sometimes wonder, eliot, as someone who is deeply concerned with the fate of a two-state solution. constructing this area between jerusalem and the e 1 corridor. after that vote in the general assembly couple with benjamin netanyahu's race for election, this is a reaction to the palestinian reaction at the general assembly than it had to do with hamas and the conflict there or anything that the united states may or may not be doing. that's what i'm most concerned about. >> eliot: there are domestic foundations to every foreign policy but this seems to be a step that uniquely puts the finger in the eye of the international community and makes it difficult to come back to the negotiating table. i'm mystified if you have hamas and abbas, he wants to make hamas the enemy and abbas the negotiating
