and taking a look out here onto glenview drive the focal point of that explosion, you can see that none of those 38 homes have been rebuilt. but san bruno city manager tells me that the owners of this home are in the final stages of the permit process to rebuild. they have some st. patrick's day decorations to celebrate. three others are about to get permits to rebuild and about half are going through the process to rebuild their homes again. >> we're estimating the latter part of april, beginning of may there's activities the homeowner needs to undertake in getting contractors ready to go. >> reporter: crews on other sites here in san bruno were out here this morning surveying the land and repairing the smoke and fire damage to other homes. the city also had construction crews working in the area. they're working on a retaining wall to prevent some erosion. some neighbors we talk today this morning say they know not everyone will be coming back. >> i understand from talking with people just because i know a lot of people here that many people are not coming back. they're just too traum
