we'll hear from gloria martinis from the medi-cal program from the san francisco services agency. >> thank you for having me here today. i was asked to give an overview of the changes that are happening under the affordable care act. i think gloria will be able to fill in the numbers of people who are impacted which is really helpful. amber cutler. the affordable care act are the expansion of the medi-cal program and the private marketplace or the exchanges also known and covered california the expansion of medi-cal is a huge, well, if we take a step babylonia, the affordable -- back, the affordable care act is for people who didn't previously have health coverage on inadequate or unaffordable insurance. the marketplace is supposed to fill that void. the expansion of medi-cal it truly is expanding the medi-cal practice. how it's doing that is it's expanding the coverage from adults to ages 64. where medi-cal eligibility used to be 128 percent of the federal poverty level. the expanded population of income eligibility is 80 percent. it's about a person bho -- who has $14,000 income ve

let's bring in our chief political analyst gloria borger. certainly all the news in this report was not good news for the president politically. >> no, you know, as he pointed out, the unemployment rate was down to 6.6%, the lowest it's been in the last five years, but the problem he's got is that the economy actually added fewer jobs than anticipated just over 100,000 jobs. people anticipated 180,000 jobs being added. and the question is is this due to the weather or is this due to something larger? and people are going to start looking, wolf, at the federal reserve. we've had two bad reports kind of in a row about how many jobs have been added into the economy. they're going to start asking the questions about whether the fed stopped the stimulus program too quickly and that that has had a bad impact on the economy. so it's not all good news for the president. everybody's going to look at next month to see whether this is a bad trend. >> you know, the senate couldn't pass legislation to extend the unemployment. >> right. >> unemployment be

our chief political analyst g gloria borger is joining us.as the president overcome the crisis to a certain degree? has he turned a corner? >> i was speaking with a senior administration official about this this morning asking that very question, wolf. and i think the way they like to think of it is they started a mile-run and they kind of fell flat on their face in the first lap. and now they've picked up and they're going full speed ahead. what's important about these numbers, wolf, is the demographics of it because 25% of those who signed up were 18 to 34. they're hoping that that number is going to increase because what you need to make this program a success is a mix of healthier younger people as well as those who are older and more at risk. so they're hoping that first you see kind of sicker people enrolling who need the health care more, then you see the program looking more competent, looking more successful. they're hoping this will encourage more healthier younger people to enroll so they can get the kind of mix they need. because
