let me bring in gloria borger first on this.ee that playing out there at department of homeland security. just as they're speaking, the white house releases a picture of the president signing that executive order with none of the fanfare that we've seen when he signed other executive orders. what's your take on this? >> well, that's because this is a do-over, and what they are effectively saying is that we made some mistakes in the first executive order that we're trying to fix. i don't know that mr. trump is known for admitting mistakes. now we have a much narrower version with a ten-day implementation taking out one of the country's, iraq, because they say that they have enacted multiple security measures to insure that they should not be on this list. we do not have any idea what those security measures are. we do know that we fight along side them as rex tillerson said in the war against isis. we know that they're not prioritizing religious minorities here. there is one statement that the administration is saying, that the f

here's abc's gloria riviera. >> reporter: tonight, a new plan to combat potential tsa security failures at airports nationwide targeting many travelers' least favorite part of flying -- the pat-down. up until now, tsa officers made risk-based assessments for each passenger, choosing one of five pat-down methods accordingly. now, a single standardized method will be used universally. longstanding policy includes the head, neck, arms, torso, legs and feet, and sensitive areas such as the breast, groin and the buttocks, requiring "sufficient pressure to ensure detection." currently fliers can opt for a pat-down instead of the screening machine, or be subject to one if tsa detects a red flag. >> if you are an average traveler like most of us, we know we are not guilty of carrying anything but they don't know that. >> reporter: the new policy comes two years after a damaging report that found major security lapses across the country. weapons and other hazardous materials made it past screening in 95% of tests conducted. tsa says, this is not expected to increase passengers time getting throu

and gloria, let me start with you. department of homeland security right now says illegal border crossings are down 40% in the last month. as you know, donald trump campaigned on the promise of building a border wall. whether he could take credit for this, it still is happening right now under his watch. can he get some credit for this decline in illegal border crossings? >> i think he can because talk of tougher enforcement often leads to a reduction in flow. i mean, there are groups that have studied this and gone back to 1986 when you had ronald reagan's immigration reform, and the same thing happened, that there was a reduction in flow across the border because people became afraid of crossing the border, being deported, getting caught. and, so, obviously all the publicity about what's going on about illegal immigration now in this country, it makes a lot of sense that it has stopped some people from coming across. >> he can presumably take some credit. >> sure, yes. >> he won't be shy about doing that. mark, the s
