gloria borger, wolf blitzer with me now to talk about this. gloria and dana bash with us from capitol hill, i should say, gloria, help me understand this. did the democrats just help play john boehner here, they voted no on three weeks but now saying they'll vote yes on seven days. >> i think what the democrats did was deliver a very strong signal, you can argue politically whether it was the right thing or the wrong thing to do because i think in the end, congress looks bad, but what they did was they said to republicans, you know what, folks? you run the house. we are not going to bail you out anymore. we want to fully fund the department of homeland security. we want to deal with immigration separately. you should do it that way. and if you can't get a majority to do that, that's your own problem. and they, as we call in washington, whipped this which means they were counting votes on this. they were arguing to all of their members they ought to be united and you saw nancy pelosi say she saluted her colleague's leadership and i think they p

joining us again, wolf blitzer, gloria borger david gergen. i step back on the politics for a moment because i want to talk to you, you have worked in government before. you have been a government employee. there are about 200,000 employees at dhs deemed essential employees who have to work without pay if there is no deal here. earlier today, i spoke to republican senator bob corker and he said what the department needs is full funding and full morale. the morale has got to be suffering of the dedicated workers whose jobs are being jerked around on them right now. >> i hate to say this john but this is not a calamitous moment for the country. the government regularly has shutdowns when bad weather winters heavy snow to determine who's essential and who's not. and, you know, if that happens frequently that kind of distinction is made. it's not a morale buster. i think the real issue is two things. is there any danger that our guard will go down on terrorism? i don't think that's the case. the second issue is going to be what about the airports

homeland security secretary jeh johnson just spoke about that with gloria borger.g "state of the fto uni union" today. what did the secretary tell you? >> it's very clear that they're taking this threat quite seriously. take a listen to what he said at the very top of our show. >> this latest statement from al shabaab reflects the new phase we've evolved to in global terrorist threat in that you have groups such as al shabaab, isil, publicly calling for independent actors in their home lands to carry out attacks. we're beyond the days now where these groups would send foreign operatives into countries after being trained someplace. we're now at a stage where it is all the more important in our counter terrorism efforts that we have a whole government approach. >> victor, what he's effectively saying is you don't need people to travel into this country anymore, that there's sort of a call to arms to do what you can if you already live here. i went on to ask him then particularly about the mall of america. i said, what do people do who plan on taking their families t

. >> gloria borger cnn's chief political analyst, is joining me now. ed all this with jeh johnson on sunday here on cnn. mitch mcconnell can't seem to get anything moving in the senate. he's sort of in a tight spot. his own party isn't even completely united on this one. will his new plan to separate the dhs funds and the immigration legislation work? >> let's just say he's trying as hard as he can, and the problem might not be in the senate as much as it would be in the house. today mcconnell, as you said said look let's just separate these two things. this is an apple, this is an orange. let's talk about funding homeland security separately. he even indicated there might be a possibility that he would fund homeland security through, say, the end of the fiscal year through the end of september. then we could look at the issue again, and he's telling republicans, you know what, the courts are on our side because, as you know a federal judge ruled against the president's dpek executive order. he said look the courts are on our side. let's vote on immigra

i want to bring in cnn's chief political analyst, gloria borger who is live there. to you so far? >> reporter: well we are all waiting to hear from scott walker the governor of wisconsin, who as you know is running sort of first in the polls in iowa and is very appealing to this conservative audience. what was interesting about what we heard before we heard governor christie in a q & a session with laura ingraham of fox. he sort of took on jeb bush by saying look if you want an elite candidate and deals in the back room i'm not your guy. i'm up front. who would he be talking about when he talked about an elite candidate, or when he was asked about his temperament as whether it's presidential. he said do you want someone who just gets questions that are pre-cleared and asked of him at events or do you want somebody who is willing to communicate directly with the american people. so that was interesting from chris christie. it's clear that he believes he's got to out-conservative jeb in order to get this nomination. >> and maybe out-conservative scott walker because wh

also with us chief political analyst gloria borger. let's start with you, athena. the ball has been in the house's court for a few hours. what's the latest? >> hi, ana. that is the latest. normally for a debate like this we take to you the floor. but right now the house is in recess. there is nothing going on on the house floor. that's because republican leadership is having a hard time getting the votes they need to pass this short-term bill that would fund department of homeland security for the next three weeks. right now gop leadership is huddled in speaker boehner's office talking this through. that's not a good sign either. here's the problem. you have republican moderates who say let's go ahead and vote on this spending bill the senate just passed this bill that would fund the department of homeland security through the end of the year. they wouldn't do anything to try to block the president's executive actions on immigration. but you have house conservatives who said look the only reason we ever agreed to vote on this three-week bill for dhs is because we t

let's bring in cnn chief political analyst gloria borger. a are you surprised by how well walker is doing? >> he gave a good speech in iowa in late january that jazzed up the base and since then he has done very well with the base as you say we in the media think he did not so well on the rudy giuliani thing but it doesn't matter because he made it about us and that's always a good political strategy. what struck me in these polls is his low unfavorable rating 7%. who has a 7% unfavorable rating? >> i don't even have that at home. >> exactly. so what this shows is that either people like him in iowa or they don't know him very well. >> right. he is a new quantity. how much do you think, obviously this is just your gut, we don't have science on this, how much do you think his fights with the media in the last couple weeks have actually helped fuel this rise in the polls among republican likely caucus goers in iowa? >> they certainly don't seem to have hurt him. if there were any group of republicans that would be most likely to help him, it's

joining us our chief congressional correspondent, dana bash, and our chief political analyst gloria borger keilar. all right, gloria a year before new hampshire -- >> wide open! anybody's race. you have to look at these numbers. obviously, jeb bush has the name recognition here but the you look at the top four, it's pretty close. i think what you have to consider is that because there is not going to be a big democratic race, that you're going to have a lot of independent voters who are going to turn out to vote in the republican primary, because it's an open primary. that's probably pretty good news for jeb bush and chris christie. i think rand paul has made some inroads, but, you know, right now, it's kind of a toss-up don't you think? >> what's happening in new hampshire, though, it's interesting, among likely republican voters in new hampshire, that's slightly different than maybe -- maybe not so slightly different than likely republican caucusgoers in iowa. >> oh, yes, very different. they're sometimes two different universes when it comes to the kind of voters that these candidates h

. >> let's bring in our political strategist anna navarrein anavarreonavarro, and gloria borger.caucuses back in 2008 obviously has a strong following. what's the strategy now? >> there's a short-it were strategy to try to win the iowa caucuses again, and when you -- when you look at polls that have been taken in iowa recently 37% of people said they he reflected their values. that's a short-term strategy but when you look at a larger strategy if he were by some chance but come the nominee, look at where the american public is right now. 74% of democrats you nour for gay marriage. 58% of independent voters are. if you're a republican candidate, and you've got to appeal to those independent voters to win a general election you have to talk very difficultly about being gay as a lifestyle choice? that is not something that independents or democrats would go to at all. >> i don't know if you saw the interview -- >> i did. >> for him this is a religious issue, a biblical issue and basically makes the points his views on marriage equality same-sex marriage are the exact view that is pr

joining us now from the cpac meeting our chief political analyst gloria borger and national politicaler peter hanby. walker what's up with him, because he's getting up and up in this poll in iowa critically important republican caucus state obviously as well as texas. >> reporter: i think he's the person that people here really want to see. he appeals to the grassroots folks that are here. wolf look this is somebody who has not had national appeal. but he only has a 7% unfavorable rating. nobody has a 7% unfavorable rating. that's because people believe that he can kind of united the party. he's got an economic reform message. they believe he's shown that he has a spine in winning that recall election in the state of wisconsin, taking on the unions. and they also believe that he could win if he goes up against someone like jeb bush or hillary clinton, reaching into another generation. >> and he's won the state-wide elections in wisconsin now about three times. peter, what's are folks over there at cpac talking about specifically the reaction to the new jersey governor chris christie?

gloria borger what's your analysis? what do you think? >> i think you have to take a step back for a moment and look at what the president is saying through the prism of his own political history. this is a man elected by challenging hillary clinton's vote on the floor of the senate to authorize the use of force in iraq in 2002. he is now coming before the american people and saying i'm not doing that again, i was opposed to that i'm not george bush i'm not hillary clinton in 2002. i am doing a very proscribed kind of military force that is non-combat that isn't going to be perpetual that will give me some flexibility but i don't want you to think i'm not the person you thought i was when you elected me in the first place and by the way, he's had this problem also with the question of drones with the question of nsa surveillance. this is a president you see arguing with himself and having to kind of fine tune anything he does on these issues. >> jim sciutto? >> not just fine tuning though. we have seen he has set limits but we have seen t

joining us is gloria borger and dana bash. the president is in a tight spot.s don't want any authorization for combat forces. a lot of conservative republicans say, you have to have authorization for combat forces. >> the republicans are saying this is too sir couple described. it doesn't give the president the flexibility he needs. i spoke with a senior administration official who made the point, congress wanted this. the president believes he has the authority, by the way he has been waging the war without this vote. what he has given congress is an effort to thread the needle to walk a little bit between the democrats and the republicans. if you were to take a vote on this today, wolf it would not pass. i believe people in the white house know that. i believe they understand that. they are going to sit back because they believe in congress does nothing, it's congress that will look bad, not the president. >> they will because they're ones who have been demanding this for months and months. this was not intended -- certainly, this was the outline from the wh

. >> dana is here to talk about the interview along with chief political analyst gloria borger.an primary? >> in a republican primary in a place like iowa probably well. let me give you the context of this. in this new book he's out promoting, he talks about the fact that people might be surprised that despite the fact he is opposed to gay marriage he believes his religious belief that people should not be homosexual. he has them over for dinner, socializing with them. i was trying to get him to square the fact he's friends with them and he's potentially open to it. that's when he said he compares it to other choices. clearly he believes it's a choice not that a you're born with it. >> i think that's the problem beyond iowa or south carolina. if you look at polls in the country now, there's a major shift on gay marriage. democrats 74%. republicans only 30% for it. look at number of independents. 58% support gay marriage. jeb bush coming out saying the party cannot be perceived antigay. he believes it's up to the state as. >> to another controversial comment. senator rand paul wa

joining us gloria borger damaged chalion and don lemon why does rudy keep digging in on this insteadi think you know his personality is to forth aheadge ahead. it seems there's struggle for relevance. rudy is not running for president. he was at a scott walker event. maybe he was throwing out some red meat to conservatives there behind closed doors. we heard that happen once before with mitt romney and the 47% during last campaign. but i think the problem here really is for the republican party, because you saw, as jim acosta said that scott walker walked away from it. you have jeb bush, marco rubio and lindsey graham disowning it. this is not the conversation republicans want to be having right now. they want to have a big tent. they want to change the public perception of the republican party as welcoming all demographics. and this kind of a statement just in the middle of this rebranding of the republican party hurts every single would-be candidate. because they have to take a stand on rudy giuliani. >> what about that david? all of the republican potential candidates there might
