do you agree gm's decision is proof policies do not base on america's production?>> yes, unfortunately we have a situation where there is negative economic consequences for companies taking big tax breaks, breaking promises and creating jobs overseas. it is absolutely the failure policy that encourages this. >> let me talk about solution response to that decision. i introduced the american car and jobs act. customers who buy cars made in the u.s., roughly 50 percent get $3500 off at the dealership. the discount would apply to nearly 100 cars, trucks, and suvs including all passenger vehicles assembled in ohio. companies cut the number of american jobs and they respond to jobs overseas, they get a tax break on some of the overseas jobs and they lose their 50 percent off tax coupon that the committee and the senate gave them a year ago. would this help keep auto jobs in the u.s.? >> absolutely. it incentivizes purchasing which is important and also because it addresses an abuse we see where companies are saying they can't invest the united states but they are investi
