now, general godfrey whitsel turned this into headquarters april 3rd until january 1870. the union army took very good care of the house, for most part. this was their home and headquarters for almost five years. now, in the first week or two of occupation, things were a little bit different. soldiers and officers coming and going, taking souvenirs from the house, sleeping on the floors and in the chairs and on the piano, in one case. so it was pretty chaotic first couple of week. after things settled down here a bit, this was lived in by a succession of u.s. army generals who took good care of the house. in january 1870, virginia was re-admitted to the united states so this house eventually went back to the city of richmond and the federal army left. city got it back. the city in 1870 sold everything in this house and turned it into a school. this was a school for 20 years. that's when it suffered damage, not during the war, not during the u.s. army occupation, but when this was a school. the city wanted to tear it down after about 20 years of being a school and replace

autria godfrey is live with the details. >> if you have ever received one of these tickets generatedaffic enforcement cameras, you know the penalties are steep. $150 for running a red light and speeding fines depending on how fast you are going. a council member says he applauds the district for cracking down on dangerous driving. he wants to make sure the focus is on safety and not on revenue. while the drivers may have a low chance of getting caught when they do get caught the penalty is significant. some have increased by 250% and 500% over the past four years. that is why he created the task force to study the fines and crashed data and make recommendations to make sure they focus on safety and not revenue. drivers say they feel the city is more concerned with money than safety. what's another has been a lot of fatalities. a lot are in residential areas. are you trying to trap people coming in from the county? are you trying to get money from places where you think people will not expect it? >> the whole parking ticket and speeding ticket situation in the city is outrageous. i th
