this was a helpful process that we engaged in pretty quickly and godspeed. the next item on the agenda is the budget discussion. would you like to introduce this? >> the recommendation has become somewhat customary for our commission. the city has had quite a difficult budget situation. at issue, we have been requested to make cuts by the mayor's budget office, and at the same time, the ethics commission is an independent agency that has a slightly different status. because we are moving to a two- year budget cycle, the target was cut 5% of of this year's budget for next year. another 5% for the following year and to provide a 2.5% contingency. the five-year plan of the ethics commission would require more staffing among other things for us to be able to leave the entire mission because of the budget situation. it is extremely unlikely. out of respect for the budget process and acknowledging the ethics commission's independence, i am recommending we put in a request equal to this year's budget and would allow us to go forwarrd with the same staffing level as

. >> godspeed, john glenn. >> five, four, three, two, one.three orbits and five hours later, john glenn entered the history books as the first american to orbit the earth. with his flight, glenn put america right back in the space race. by doing so, he rallied this nation's morale like few others in modern history. for a whole generation, there was no more extraordinary aspiration than to be an astronaut. john glenn, now 90 years old and a former senator remembers those days. >> it was such an impressive thing at the time that it's indelibly printed on my memory. i with recall those days very, very well. >> we can all recall those days. america's space program was a fabulous invention to behold. our members a youngster, watching the rockets take off with a sense of pure exhilaration. i wanted to be one of those astronauts as did billions all over the planet. it all seems so innovative. dazzling daring and deeply evok tif. with the end of the space shuttle program this summer, kids never have those feats to savor or emulate. the american dream

. ♪ >>> godspeed, john glenn. >> oh, that view is tremendous!, it's been 50 years ago today since john glenn became the first american to orbit the earth aboard "friendship 7." glenn rocketed into space and orbited the father for five hours. it was a monument -- the earth for five years. it was a monumental moment as it helped america pull even with the soviet union in the space race. over the weekend, glenn marked the momentous occasion. he says he relives the flight so often it seems like it happened just a couple of weeks ago. he still looks absolutely terrific. when you go to the air and space museum and you look at that space capsule, you think how could anybody get in that thing and get hurled into outer space. >> and make it back safely. >>> espn fired the employee who posted a controversial headline about new york knicks point guard jeremy lin. the headline which appeared on espn's mobile sited used an anti-asian slur. the network also suspended an anchor for a month for using the same phrase during an interview. espn released a statemen

. >> godspeed, john glenn. >> reporter: glenn lifted off in a converted nuclear missile called friendshipadioed back what he saw. >> i am in a big mass of some very small particles that are brilliantly lit up and they look like little stars. >> reporter: the flakes were frost from the capsule's water exhaust. his three orbits took four hours and 55 minutes and glenn came home to a hero's welcome, but nasa wasn't even sure how glenn's body would react in space. >> doctors were literally concerned at that time that your eyes might change shape and your vision might change enough you couldn't even see the instrument panel enough to make an emergency reentry. >> reporter: carpenter followed aboard aurora 7 in may of 1962 and he learned from glenn's flight. >> we knew by then that man could operate intelligently. >> reporter: the two space veterans talked about the past and agreed about america's next mission. >> we make that flight to mars, that will regalvinize people again. >> reporter: the pioneers also paid tribute to their comrades. john glenn said we need five more chairs. >> john glenn
