is it the goldwater nichols act? is it the fact that all things must be joint, all acquisitions much -- must be joined? is that why we cannot have a clearly articulated maritime strategy that can inform a 30 year shipbuilding plans and other requests coming to congress. recently and after leaving congress i took a step back and said, maybe, there is a bigger issue than that. to provide a strategy, military leaders are well-intentioned. and sometimes, strategies come across as vision statements. sometimes, they are more talking points than they are actionable strategies that they can present to congress to justify the investments we need to make in shipbuilding and our industrial base. ultimately in maritime forces the strategy drives those requirements. i took a step back and said, let's look at overarching national strategy. let's look at statements by policymakers and military leaders. i found a model use of language that has been complicated the ability to -- compensating the ability to articulate it here strategy
