good morning, allie. >> reporter: good morning, dave. the 26-year-old man who was shot and killed lived in this home with his step dad and two other house mates. this is on pine nut way in antioch. antioch police say this was not a random crime. they believe the suspect targeted the victim. and some of the neighbors here say they know why. according to neighbors this young man had helped out one of his roommates in the past defending her from neighbors describe as a violent ex- boyfriend. antioch police say it was that ex-boyfriend who came to the home around 9:30 last night, got in a confrontation and then shot and killed the 26-year-old victim. now we only know the victim's first name, dave. antioch police aren't releasing his full identity to us yet. last night after the deadly shooting, the victim's stepfather and neighbors gathered in front of the house to pray and console each other. antioch police arrested the ex- boyfriend, the suspected gunman in this case, he is now in police custody. >> he had beat her up and david stopped him

good morning, allie. >> reporter: good morning, pam. we already use our cell phones to shop online, check e-mail, but coming up in a couple months you'll be able to use your cell phone to pay for parking meters like this in san francisco, remotely. san francisco mta says they hope to have the pay by phone program up and running by this summer. the way it will work is you'll have to register your cell phone number and a credit card to an online account in advance. every metered space will have a number associated with it. so when you pull up to that space and type in that parking number into the program in your phone, your account will then be charged for parking. the pay by phone program is run by a private company. san francisco actually isn't the first city to have a program like this. the company's already unveiled the programs in miami, fort lauderdale and cities in europe and canada. but when you pay remotely, you're going to be charged a 45- cent fee that will then go to that mobile pay by phone company. so coming up later on this

. >> good evening, commissioners. my name is shari williams and i'm the executive director of the initiative known as tie-dye. all of our members have written letters of support for the treasure island project to move forward. that includes the boys and girls club, catholic charity, c.y.o., mission hiring hall, rubecon program, and walden house. and we're here tonight to support the project and every one of your votes tonight. after a decade of planning it was, of course, very disappointsing that the governor proposed to eliminate re-development right at the time the project was going throughout approval process. this impacted the financing of the project, which resulted in the decrease of affordable housing units. this is hard, but the housing plan does have specific provisions to restore this decrease by creating changes to the state i.f.d. laws. even with the decrease, there are 2,000 affordable housing units in the plan, 435 of which are for homeless families and individuals. it will also create thousands of const
