here is gordon chang, author of "nuclear showdown, north korea takes on the world." on you looked at sanctions on the, as u.s. continues to take action, to disrupt north korea's illicit funding of its unlawful nuclear ballistic missile program, what do you make of that? what is different about going after these individuals? >> what is important here is that the treasury department is starting to implement president trump's september 21 executive order which is sweeping t was so sweeping, there was a lot of concern that treasury actually didn't have the people to enforce this. what we're seeing right now, is the enforcement. there will be a number of announcements in next couple weeks with more individuals shipping companies, entities, vessels being sanctioned. that is a very good thing. we're starting to see, these are starting to have an effect that north korea is starting to run out of cash, which is really good news. melissa: right that is how he stays in power. he buys his political influences by giving gifts to people. if he doesn't have the money. he doesn't car

. >> joining me to discuss further, josh rogin and author and columnist gordon chang.ng to both of you. >> good morning, gordon, start . what is in your mind that north korea will test a missile or do something provocative while the president is visiting the region? >> i think it's more likely than not. kim jong-un has been quiet recently and the last missile test was september 15th. this was a quiet period in the run-up to the communist party's 19th congress in china and actually i think that what happened is that the chinese told the north koreans not to do anything provocative. now you have trump coming to the region. he's probably going to confront china in beijing and i'm sure the chinese would like to knock him a little on his heels. i think essentially there be something provocative. we don't know exactly what it will be. i think it will be a missile launch but we'll have to wait, because at this point, trump has upped the stakes with his warrior nation comment about japan. a direct message to china. the chinese are going to do something to knock trump back on h

well, here to talk about all of this, gordon chang is here with us, author of "the coming collapse ofhina." and an expert on the region. and jeremy bash, former chief of staff at the pentagon. also an nbc national security analyst. gordon, first of all, why has the north been so quiet? what was the last date they blew off or tested something and what do you think is at work here? >> the last day they launched a missile was september 15th. the last nuclear des death nation was september 3. i think they were quiet because china was in the run-up to its 19th national party congress. and xi jinping, who's trying to consolidate power, i believe, demanded absolute calm so nothing would get in his way. i don't know that, but that seems to be the case looking at everything. north korea has been affected by what trump said, but the chinese have more direct control over all of this. now it's quiet because they're heading into their winter training session and it's cold and not a good time to launch missiles. >> jeremy bash, what did you think of the strategy announced my the white house today?

. >>> and now, author of nuclear showdown, north korea takes on the world, gordon chang, and spider marks, retired army major general. gordon, let me start with you. look, you heard this layout from will and michelle. higher, farther, most powerful in terms of the missiles we have seen from north korea. flying in the air for more than 50 minutes. no advanced warning. how close are we to the day when north korea has the ability to strike the united states mainland with a missile? >> well, i think they probably could do that now. but if we're talking about a missile with proven capability, which they feel is reliable, you know, probably nine months from now. but we're talking a pretty short timeframe. because the north koreans have been able to make much better progress than anyone thought. this missile flew for 53 minutes, at least six minutes longer than the one they tested on july 28th. as will ripley said, they did this at night, giving us very little warning. so, you know, we have got to assume that within half a year, nine months, they'll be able to destroy the american city of their
