let's bring in gordon chang. gordon, good morning. so south korea is not calling it a missile test. they are using the word projectiles. some say it is a rocket launch. does that mean it is less serious? >> it is less serious in the sense sense it is not a ballistic missile test. that is prohibited by the united nations security council. this sends the messages that kim jong-un is unhappy with the situation. we have to remember the three kim rulers will use violence to upset status quo they find to be unacceptable. what kim is saying he is finding this particular situation not tto his liking. >> when you look at that and what makes him unhappy enough to do this. is it about president trump walking out of the summit in hanoi or sanctions or both? >> it is about sanctions. kim has got to remember although we call it a maximum pressure campaign, president trump since may of last year, has not been vigorously enforcing sanctions. we could be stricter on this. if we were, that would put kim in a more difficult position. kim is playing a dangerous game here because eventually donald trump

beijing he joined us last sunday i interviewed him and it ran monday morning, so what changed within that trip, gordon? >> i don't think anything really has changed. there's always been serious disagreements, we can say our position is, it hasn't been, a lot of the issues are very, very tough. enforcement is always going to be an issue, but when you talk about subsidies which really are the heart of the chinese economy especially under xi jinping who believes in state economy, when you believe -- even things like the cloud, this goes to tech which is made in china 2025 initiative, these are things that he just can't give up. he owns the trade war, he is blamed for losing america and so at this particular time any con decision he makes especially in the face of increase in tariffs on the president it'll be political death for him. maria: the president said he wasn't going to do a deal if it wasn't a good deal. he was pretty clear about that. >> if you don't like what you're getting, walk away. maria: is this a good thing, phil orlando that the president is saying, we are not going to agree something th

gordon chang joins us, noted asian analyst and author of "losing south korea." should our government prosecute if an american based on the claims of a north korean? >> well, no, and we shouldn't extradite these people to spain. the issue here is that the spanish have asked for extradition. we've got a treaty with them. they're a close ally. but the spanish should never have asked for extradition in the first place, because these crimes, quote-unquote, that the spaniards are talking about are actually political. as we can see from here. there's a question of what happened inside the north korean embassy in madrid. they were probably invited in, this probably was an inside job because i don't think that the group free north korea would have attempted this without knowing that someone on the inside was going to defect. and the reporting is that this was a botched attempt to get one of those senior north korean diplomats to defect. eric: we've heard about this group recently, but they have a long history of dealing with human rights and north korea. who are the memb

i had the privilege of reading a copy of gordon chang's book, and that was a book i was so drawn into that i read the whole thing in one weekend. it's an astonishing story, a set of stories about the chinese experience and the railroads. so i hope you are finding yourselves motivated to go back to some of these scholarly sources with an open mind and look at them in a new way. what i'm going to talk about today is how the building of the transcontinental railroad and the southern pacific railroad enabled the great fortune that created stanford university, but also how the memory of the railroad, the myth, the legend of the railroad shape to the university and its culture. and what that means for us today , if we accept that the loans were never repaid and that it was a swindle and that the whole thing rests on this paper mountain of unpaid debts to the american taxpayer. what does that mean for us when we are thinking about the railroad legacy at stanford? that is what i will be talking about. and i have beautiful, historical photos because of the internet. it is so easy to get them n

gordon chang. gordon, good to have you back. all right, where are we heading now? there are a lot of very nervous people on wall street, they're saying maybe this doesn't get done, but i think it's probably a good sign that the president is now going to sit down with xi jinping. your thoughts. >> yeah. this is really important that president trump actually confront these issues. as you say, you know, previous presidents did not. they took, obviously, ineffective measures that were intended to be ineffective. and, trish, as you point out, the chinese are stealing somewhere between $150-$600 billion of u.s. ip a year, force taking technology -- trish: and, by the way, that's a conservative estimate. because the not so conservative estimates say it could be as high as $600 billion a year, which is just a mammoth amount. >> yes. and people actually the put it towards the high side of that range. also you have china's trade behavior deteriorating across the board. if you put these tariffs on and you get companies to move back to this hemisphere, that's a win for us. eit

gordon chang says don't count on it. so gordon, you have your doubts even if we get to that point, right? >> certainly. president xi is under a lot of pressure in china. i'm not so sure he's in control. he had to retract the commitments he already made. his idea is a state-dominated economy. he wants to steal u.s. intellectual property for his made in china 2025 initiative. yeah, they can sign on the dotted line but they won't honor it. they have not honored prior deals. why do we think signing up another one will remedy this problem of failed trade agreements in the past? >> neil: they haven't dealt with a president like this one in the past. maybe they didn't expect the response that he would get to their reneging on some prior agreed points. but they know now. so what do you think happens today in these next hours? >> i think the vice premier rolls into the oval office and says this. please do not increase the tariffs. xi jinping is under trouble at home and he needs time in order to tame elements -- >> neil: and the
