guest reporter gorman. if we could start before we dive into the proposals the administration put forward on cyber set to become is there a working definition of what cybersecurity is across the government and across the different stakeholders of what it is and what it will entail? >> i think the term that we use and the approach of what we call a cybersecurity has evolved over the years it used to be called computer security than it was information security and information assurance and now we have sort of ) cybersecurity because it encompasses everything from the end user devices such as smart phones all the way of to and including the government systems and defense systems so we have pretty much gone around that from a government perspective. internationally we see other governments that to different terms. the use information security still and the debt issues around the security. so locally we've got it. internationally it is in the same. >> is it a global issue? >> it is a global issue and that is why

shivonne gorman is our guest reporter. guest: the white house puts a lot of stock in the role of the department of homeland security. many feel that it is only a decade old, and cybersecurity is a new responsibility. even the national security agency have been doing this for decades. i am wondering why focus so much on the department of homeland security, and how much are you responding to concerns from lawmakers? guest: first, when we look at the role of the different parts of government, you mention the department of defense and national security agency, which has those great technical capabilities. if i need someone to protect the system, they are the folks i go to. if you look at the civilian responsibility across, and security, you look at the things put in place for homeland security and the relationship to the private sector, there is not a place to put it. drawn within the department of defense and energy and department of justice and fbi, is a supportive role, but someone has to lead this. as a consequence, they c

. >> host: let me bring in siobhan gorman of the "wall street journal." >> host: thanks so much for joining us. focusing on the threat question, we've seen a lot more public act acknowledgment of cyber attacks, and because we've seen a slew of discussions about, you know, the attempts on nasdaq, the attempts on sony, the attack on iranian nuclear facilities, an attack on the computer security firm rsa, i'm wondering what you've seen in terms of these attacks that has concerned you, if anything, or if this slew of attacks actually shouldn't be of concern. maybe start with jim. >> guest: they shouldn't be of concern, but none of it's particularly new. you have espionage that's been going on since the early 1980s, you have crime. very lucrative, i'm kind of sorry i'm not in the business some days, very lucrative cyber crime that's been going on for at least a decade, and then you have the military potential. a few years ago at idaho national labs we saw the test that showed you could destroy critical infrastructure with cyber attacks, so none of this is new. what concerns me is that we're havi
