congressman gottheimer will join the conversation later on "morning joe." eugene, we've known all along this is going to be pretty tricky for democrats that nancy pelosi and others need to thread the needle as i dramatically mix metaphors there. how do you see this playingout do you think that the department democrats -- do you think at the end of the day, pelosi will advocate and what role does president biden play? >> nancy pelosi knows what she's doing, so i think at the end of the day, they will get her caucus together when the voting actually starts. i think it's because it's not just progressives who say both of these things have to pass in tandem, she has made that clear. while moderates like gotheimer have sort of beat their guests and saying they're not getting on board. 96 progressives have made tell clear. and moderates -- you know, they don't always use all of the tactics that they could in the house. they love notoriety, but usually they kind of get in line. whether that's going to happen this time is unclear. and what president biden sees here

joining me now ryan fitzpatrick and josh gottheimer, the problem solvers caucus.g a really lovely moment between the two of you. and it would -- it would be nice if we saw more of that. so it is good to have you both here. as we look at what is happening today, and frankly where we move from here, representative gottheimer, i know you sent a letter to speaker pelosi over the welcome asking her to hold a vote on this bipartisan measure as soon as possible. that is as many democrats including president biden as we know are linking it with the passage of the $3 trillion budget plan. so do you feel your concerns are being addressed? >> well, i think the president came out pretty clearly and said that we should vote on the infrastructure package. it is bipartisan and today is a historic day. the senate will pass the largest investment infrastructure in a century including everything from water to electric vehicles to roads and bridges and rails to transit. honestly, it is a significant bipartisan effort that has gone on. we worked in the problem solvers caucus, the 58

she says she has spoken with at least some members of the moderate night led by josh gottheimer, thearently is something called a deeming resolution, which i won't get too technical here if i can avoid it but basically allows what is normally two procedural votes, a vote on a rule and a vote on the budget resolution, to be combined into just one vote which gives the moderates a technical off ramp to say they didn't vote for the budget, they voted for the rule and it is all passed. it is not clear to me the moderates will take this, but democrats are trying to find some way to get this resolution issue solved, preferably sooner rather than later to go back on recess tomorrow. >> a lot is ramping up. i saw there was an ad taken out against these progressives, this new ad calling them obstructionists, you know, these nine democrats. i just wonder what the chances are that this gets done, sort of what is the feeling in the halls of congress? >> reporter: i ran into a house republican today, somebody who doesn't obviously really have any say in this, right? this is a democratic-only measu

this kind of satisfies both sides, the journal called it a fig leaf for the moderates, like josh gottheimert do you think that they'll do -- on the 27th do you think they would do it if reconciliation isn't done? will they go along with it >> well, first of all, i think giving nancy pelosi is month in the house to really bring together all of the caucus i think is really an important timeline i mean, my experience is that once they have taken the vote on the budget, it really becomes very, very difficult to kind of go backtrack on your vote having cast one vote before and i think that that is going to be important leverage i agree it actually was a fig leaf for moderates i think nancy pelosi, chuck schumer and the president are all still committed to doing both of these things at the same time that was the deal that was struck and i think progressives are going to hold to that and the leadership is going to hold to that and i don't see as much of a problem getting to whatever that number is because i think many of these issues, especially in legislative language, have been worked out but fo

i'd also like to acknowledge our house colleagues, brian fitzpatrick, josh gottheimer, of the problem solvers caucus who on their side of the chamber have also seen fit to already endorse our effort. and when they did, it was certainly a strong wind of encouragement for us. but most of all, i thank the american people. the constitution gives congress the responsibility for infrastructure. our duty gives us the responsibility to listen. if you listen to the american people right now, they are concerned about jobs, the economy, safety, quality of life. with this bill, we give voice to their concerns. for example, as regards -- as regards safety, $110 billion for better highways, bridges, and roads. along the way, by the way, you create quite a number of jobs. my state, every state has been affected by flooding. $3.5 billion for flood mitigations. $500 million to make storm brains bigger so that if there is a tremendous rain event, sewer -- sewer systems are better able to handle this. money for sewer systems. money for broadband. many places in my state do not have high-speed internet.
