when that ordinance was written, dpw was the lead agency for graffiti blight. we are more in a supporting role. we would be more like the broken windows. commissioner murphy: how about overgrown vacant lots? >> it is in our housing code. we can certainly address it. but the lead agency is usually dpw. we could get health involved in it, if it was deemed to be a health hazard. commissioner murphy: so the complaint would come into you, to dbi first? >> generally, yes, it would start at the third floor as a routine complaint. then it would be routed to the sixth floor, to the building inspector we have assigned to that particular task. >> because we have had a wet spring, through june, i am sure the growth of that, especially on lots that are vulnerable, especially this summer, to brush fires. we normally think about that as outside of san francisco, but is that a possibility, where there might be a higher category of keeping an eye out for these large lots, open lots with weed growth that will ultimately become fire material by the end of summer? >> what comes to

waiting for service requests, they are actively addressing any deficiencies they see -- garbage, graffiti, or the like, anything they can take care of themselves, they do. otherwise, they notified the important agencies. they work as ambassadors to the property owners and residents and merchants. as this is a partnership with the department of environment, we will have a significant focus on insuring adherence with our mandatory refuse ordinances, which require composting and recycling as well as adequate garbage service. lots of different benefits from this. we are doing this as a pre- apprenticeship -- or an apprenticeship training program. state-certified labor training program. what is different than what we're proposing for this coming year and how we have done it in the past is that we will do this through a contract with a non- profit that we are currently in the process of procuring, contingent on your approval of this budget. rather than doing it by hiring city employees ourselves, so that will reduce the cost somewhat, but we will still provide all the benefits to the corridor a

we have broken down some of the street cleaning and graffiti. the main picture of what this shows is that despite our efforts to cut everywhere except front line services, we have had to cut fraud line services pretty much across the board in terms of the work we do out in the public rights of way. you can see well over 100 full- time equivalent employees we have lost in the last four years. since we do some part-time staffing to manage our operations, the number of people that that represents is significantly more than 137 fte 's. so it is a lot fewer people that we have to do the same or an increasing amount of work that we get for the 100,000-plus service requests we get every year in addition to the routine and preventative work we need to do to keep the city clean. here is just a little bit of background on seven things. while we have made a number for online service cuts, we have also cut quite a number of management, supervisory, and administrative positions. we have been reducing -- over time, we have been reducing the size of our fleet

to proactively both address the actual issues out there by picking up litter and wiping out the graffiti, but also by engaging people, particularly the merchants, and reminding them of their responsibilities to keep the areas in front of their properties clean, to provide education and resources and support to make sure that happens. so i would say within the budget that the single biggest thing that we're doing to address this issue of the city not being as clean as we like it is this investment. we are maintaining funding in our most critical areas on the whole. you recently -- i think you were the champion on this legislation, helped push through legislation that strengthen some of our enforcement efforts. because of that, we are ramping up a little bit in our streets, inspector, staff, so we will be able to go out and address blight issues and broken sidewalk and other issues that should further help to improve the overall condition of the city and the perception of it. we focus quite a bit through our community programs on outreach and education. we have had a "don't leave it on the

if we say or the department of public works says you got to remove that graffiti within 24 hours or 2 weeks, do it. if we say you are not providing adequate heat or hot water, take care of the problem. we have a long and complicated abatement process. if somebody doesn't do something we make you do it. it's much easier to solve problems. there is another landlord responsibility about disabled access. under the fair housing law of the united states. a landlord is obligated. i don't know the exact words, to allow a tenant to make reasonable modifications to their residential unit including entry and exit to satisfy their needs for accommendation for their physical disability. they must do that. so and that ends when the tenancy ends the tenant has the responsibility to restore it to the way it used to be. done at the expense of the tenant. the landlord has to allow them to make those changes. see this done in san francisco where someone says i need to get my wheel chair in my building and i want a lift on the front of the building. the landlord says i don't want a lift. sorry, you are r
