try to make them aware of what's gang graffiti and what's tagger graffiti. either way it's going to be dangerous. there is a lot of violence in the taggers. they get into fist fights. i've arrested tagers with knives and brass knuckles. i've heard stories of guns being taken off tagers. it is a violent culture or has aspects of violent culture in it. you need to educate people on that. when you're going -- when you're painting over someone's graffiti, that could be seen as the ultimate disrespect. and you could be exposing yourself to a lot of danger. that's one of the reasons why we have officers going out with juveniles. now, the good thing about doing paint overs is it's not a signature. that's a blanket of paint covering graffiti. so, thor just going to know that i directed them to do that. and they can, they can address me if they have any problems with the fact that i told somebody to paint over them. you know, i'm not putting a tag there. it's city property. and as far as the type of paint we use, we don't use aerosol paint. we don't use solvents or t

we can shut down the streets so no one would speed, a curfew could reduce graffiti everywhere. i for one, i don't want to limit everyone's freedom in order to deter those who an abuse that premium. i supported some and got a lot of heat for it. i have done everything i could since becoming supervisor to be as supportive as i possibly could of the parks and recreation department. i know how valuable our parks are and how critical they are to keeping families in san francisco and the firsthand how settling and disappointing it can be to our full and specific treasures. i want to do everything to maintain our parks, but i don't think this legislation does it. including fund to -- funding to increase more supervision around the parks and consequences for citations which currently do not exist. legislation making it clear that violations of the park code are evictable. that is currently not the case. i'm currently working on legislation to allow the department of public works to produce civil suits against graffiti repeat offenders. this legislation will not further burden our crimi

how do you go about securing funding for the various graffiti programs? do you use grants, tax assessments, et cetera? anybody? >> i think i can take that. >> okay, ready. >> for anyone who didn't attend my session, i do a juvenile program where i take kids who have been convicted of graffiti crimes to do community service on saturdays. the way i do this is get a public grant from department of public works where we take kids out to graffiti hot spots, we paint over graffiti and they get a reduced fine and credit for probation officers. this is done through a public grant. it's a very effective program. we have been able to turn a lot of kids around, restore justice. we get a lot of positive feedback from the community, a lot of other officers are happy to get the overtime. and as an officer, you're really able to facilitate the program well because you are able to put on a lot of different hats, communicate with probation, you communicate with traffic court judges, with community referral center, and with station personnel. so, you really act as a good c

vandalism, disorderly conduct and graffiti. at it's current level of staffing, the department has 26 staff but only two are able to patrol the park at night. in terms of the park being safe is an increasing presence of park patrol during the evening hours. so, i have included in my amendment language that encourage the department to prioritize staffing at nighttime. i also know there are resources and want to be on record that i support additional resources to go to the parks and recreation to ensure this is an ordinance that can be implemented. i believe where this legislation will have the biggest impact is in our small parks and playground including my district. i have included language in the findings to recommend that enforcement be prioritized for small neighborhoods parks and playgrounds. i also believe in having a clearer picture of the problem. my amendments include an annual report requirement to put a number of citations issued and what kind of sight citations and the cause of the vandalism issues. regardless of toda
