individual programs such as state grants and urban area grants and port grants and transit and rail grants could be cut even farther because at the secretary's discretion, she is going to have to choose within this block grant as to what kind of money goes to individual programs. the full committee markup of this bill, congressman latourette and i offered a very similar amendment to what mrs. lowey put forward to restore funding to these programs. now, we're not talking about lavish funding here, by no means would the funding be lavish but simply be equal to the already reduced fiscal year 2011 levels. but we, unfortunately, were not allowed to move forward with the offset that i've earlier discussed having to do with the mislabeling, we believe, of emergency funds. so in any case, we're faced with the threat of terrorism looming larger and massive cuts to first responders and state and local preparedness. we're ignoring key investments in this bill that would make communities safer. local governments are our first responders to terror attacks to natural disasters and other emergencies, lo

program of which only san francisco artists receive those grants. over $2 million in grants we generate, that we allocate to the local arts community and many individual artists. that is a portion i would love to see increased in years to come. one of the things many people don't realize is san francisco is one of the few government agencies in the country that still gives individual grants to individual artists. the federal government, because of controversy and censorship pullback from that almost a decade ago. that has hurt our artists and artists nationally. that is a point the city can take a lot of pride in. supervisor kim: to follow-up on this, i'm interested in this issue of how we support local artists. there are many ways to look at it, whether we are holding workshops for training programs for artists in san francisco were looking at the cultural centers that we sponsor and showcase local artists and ensure local artists exhibitions. there are multiple ways of looking at it, not just in terms of a local lands. but we do have to find a way

i will name just a few of these grants. we have a $250,000 grant from the center for disease control to fund an indoor air quality program in order to promote environmental justice citywide. we also partnered to deliver a similar program in the western addition. $105,000 from the department of energy to fund alternative fuel vehicle efforts. we have a $250,000 grant to develop a blueprint to get to 100% renewable energy for the san francisco city of. we have a state grant to increase oil recycling and keep oil out of the bay. a number of the grant will end in the next 18 months, especially those funded the through the american reinvestment and recovery act, which are federal dollars, the department anticipates it will be able to continue to present balanced budgets without any general fund support over the next five years. the department is fully in agreement with the but jusbudget analyst's recommendation. supervisor chu: thank you very much. supervisor chiu, i see your name on the roster. no? why don't we go to the budget

a block grant of $1 billion. if you take that $1 billion, that includes all these state and local grants and then reduce that for the statutory carve outs, and then you reduce it again, assuming the minimum statutory funding for the states, what's going to be left? there's going to be only half a million dollars left for uasi, if ports, for rail, for transit and for other grants altogether -- all together. this is simply not enough. up fortunately, the proposed offset is also unacceptable. this bill just like the 2011 final c.r. greatly reduced border security. fencing. infrastructure and technology projects to secure our borders. while some of this reduction is due to a termination of the s.b.i. net contract, this proposed cut would prevent c.b.p. from acquiring off the shelf tech nothing for border patrol on the southwest border system of the offset would be indeed a damaging reduction. but this simply illustrates the impossible dilemma posed by this bill. the root problem is an inadequate allocation and it's c
