amazingly, news reports indicate that pell grants -- pell grants may be put on the chopping block in speaker boehner's latest effort to appease the most extreme members of his party. mr. president, this is getting ridiculous. rhode island's great senator, claiborne pell, first proposed the grants that now bear his name. he envisioned a grant that would enable low-income students to attend our country's wonderful colleges and universities so that they, too, could share in the american dream. why do these far right extremists in the house want to snuff that out? in 1976, the first year that pell grants were fully funded, a full pell grant paid 72% of the cost of attendance at a typical four-year public college. today a full pell grant covers just 34% of those costs. even that they're willing to attack. this vital assistance from pell grants can often mean the difference between being able to attend college or not, with many families in rhode island and across america still struggling in this struggling economy, we should be looking for ways to strengthen pell grants, not weaken them. a

program of which only san francisco artists receive those grants. over $2 million in grants we generate, that we allocate to the local arts community and many individual artists. that is a portion i would love to see increased in years to come. one of the things many people don't realize is san francisco is one of the few government agencies in the country that still gives individual grants to individual artists. the federal government, because of controversy and censorship pullback from that almost a decade ago. that has hurt our artists and artists nationally. that is a point the city can take a lot of pride in. supervisor kim: to follow-up on this, i'm interested in this issue of how we support local artists. there are many ways to look at it, whether we are holding workshops for training programs for artists in san francisco were looking at the cultural centers that we sponsor and showcase local artists and ensure local artists exhibitions. there are multiple ways of looking at it, not just in terms of a local lands. but we do have to find a way

earlier this month, the draft proposal was released to be one bay area grant program. this was the server -- first significant item to come out of the process. it has to do with the programming of the federal servants transportation and air mitigation funds, which make up the bulk of the funds. what is unique about this is that for the first time the region is attempting to tie the allocation of transportation investment funds to land use decisions, particularly, to the provision of housing. there is a proposal that would destroy did the funds to the nine bay area counties that takes into account past and future production of housing as well as a modicum of population formulas. we think this is the right direction to go. we have concerns, and of course, the devil is in the details. we will be working closely with commissioners on this. it looks like the region will not adopt the program until the end of the calendar year, so we will bring a discussion on this topic in september. i will not talk about the federal level. i will not at the regional level, preparing for th

he was with oscar grant when he was shot and killed on a bart platform. kristin joins us live on more with what happened. >> reporter: good morning, i spoke with police about a half hour ago and received this e- mail press release. let's give you a scene, a look at the scene of where that shooting happened. witnesses do tell police the victim was sitting in a cadillac when the shooter approached from the side and fired several shots into the car. police say they were flooded with calls from potential witnesses shortly after that shooting. witnesses tell ktvu the victim in this case was johnt, e called well, a friends of oscar grant, the victim of the bart officer involved shooting in january 2009. caldwell was on the platform when grant was killed and had his own $5 million against bar for allegedly violating his civil rights. this morning we spoke with attorney john burris, he's not representing caldwell but did represented the grant family. >> i have very fond memories of him. he's a positive young man who i thought had a very good future ahead of him.

s performance partnership grant. the clean fuels formula grant. indeed, the administration has not increased federal funding for this program above the $60 million level in place since the fiscal year 2009 when it received an additional $300 million in the stimulus act. this is a program that we can say indeed has been a helpful program but it is duplicative. it has outlived its usefulness because there are emissions standards on diesel vehicles that have been in place since 2007, there is less need for these grants. indeed, one of my colleagues on the other side of the aisle, as we were debating the c.r., had recommended that we move -- that we use this program that -- an offset with this program and eliminate the funding for this program. mr. moran had offered at that point in time that we do that and one of the reason he is gave was because the president had eliminated it in order to encourage the truck industry to increase its own diesel r&d. i agree with that. this is a program that we would save $30 million. i know that it is duplicative. we
