that ranking member grassley and i are conducting. these documents show unacceptable levels of sexual misconduct by staff, which senator grassley and i continue to investigate. for years he bureau has been by chronic understaffing for these shortages have strained employability to carry out their jobs in safe and difficult under the best of circumstances. to compensate for staff shortages the bureau has come to rely on augmentation for the practice of forces noncustodial staff like teachers and nurses actually work as correctional officers. augmentation deprives incarcerated individuals of the programming that helps them reenter into their communities but also creates an unsafe environment that endangersp staff. in recent years members of both sides of this committee including myself, ranking member grassley, senator booker, satterlee, senator whitehouse, senator cornyn and others have come together to enact bipartisan legislation aimed at responsibly reducing the federal prison population. unfortunately, implementation of this reform
