city comptroller and the the second highest elected official in the city government it is the chief financial officer. the comptroller greenrs and brings the key local perspective to the conversations in the cities cso viewpoint. next to him we have daniel rice is a senior economist under these analytics. responsible for covering state and local government fiscal issues. he can barely focus on workforce, wages, pensions and infrastructure issues. so to begin, can you give us the context of this years cities fiscal conditions report putting it it into context with previous reports? >> this year as we learned from the presentations this is the first year that he started to see the city is beginning to generate a little more revenue than they had in the past. what we have seen over the last number of years is going into and out of recessions there are -- there tend to be a moderating effect of property tax collections because property tax collections usually lag for the session by one, two, three, sometimes five years based on the assessment practices of the municipalities. in the strong fiscal effects of the recession immedi

we recently traveled to green bay to explore the city's rich history. learn more about green bay all weekend here on american history tv. >> we are hearing green bay, wisconsin. ofs is a collection of historic buildings important to northeast wisconsin. brought here in the mid-1970's. the park opened in 1977. we have about 43 structures, 25 of which are historic. ro the structure is the oldest wooden house in wisconsin. the buildings surrounding us are the four howard buildings from the historic four howard here at green bay. the one over here is the detached kitchen. the one behind me is actually a replica of our school -- the four howard schoolhouse. the four howard hospital over here to my right is in 1836 structure. over to the south here is the four howard guarde,

green who's a second generation built the truckdaro club house. there was a hotel then. it was said this was the place to go if you were weary of the dirty citynd the police. there were a couple of gun fights the front door has bullet holes. i don't ever repair them. 1931 stig mond bought the property from the green family. she donated it to the city of san francisco and had a specification, i'm giving it to the city that will be used forever for the enjoyment forever of the people of the city of san francisco. it has ever since. every summer the stern grove association in san francisco rec and parks put on 10 free concerts. usually people come out at 10 in the morning it's a family affair. everybody is on the lawn with picnics and it's free. anybody can come out. it's a great way to spend a sunday. >> goes to 1-2 in the afternoon and runs until 5. [music]. thanks to the stern grove association they renovated the concert meadow. it used to be a rolling grafsy area. put in a new stage and stage building. they put in terraces. we get from 8,000 to 12,000 people. and the meadow next to the concert meadow is full of people even though they can't
