green party. -- eric brookes, representing the san francisco green party. the key here is that just based on the contract that you're looking at today, we're talking about a relatively small number of customers producing a relatively small revenue stream. they got off the ground, and the your just to be easy competing with pg&e to stay in the game. that is not completing a big revenue stream. what we're talking about with the scope of work that just got under way last month is that a large body of work needs to be done to show opportunities for building out local efficiency and things like solar, wind, so that over time, the course of 15 to 30 years, you have a bigger revenue stream, not just a little one with some customers at the beginning paying higher rates. and you're not depending on a stream from a small number of customers, but building about a big, new system. building out hundreds of megawatts, it is the key to why we keep saying that this resolution and this contract have a program that

san francisco green party and the local grassroots organization of our city. a few things on the amendments that you're going over. an important one is the ceqa issue. what we're seeing out here is that we need the final approval of the shell contract and the program that is being based on it to be contingent upon the build out work -- and by the way, not necessarily the full nine to 11 months, but enough of the build of work being completed in five or six months to inform of the economics of the contract will work. we're not saying that the contract needs to be changed so that it is adopting construction and installation. we are saying that once we flesh out that build-out information sufficiently and, like we said, get the horse before the cart sufficiently, what we learned about how we're going to build the build-out will give us tools to radically affect the economics is some tiny shell contract. i do not believe that is a ceqa issue. because it is not asking for changes in infrastructure. it is just got to change the financial structure and agreement. thi

i am eric brooks speaking on behalf of the san francisco green party and the local grass roots organization. first of all, it is very nice to come up to this podium and agree with staff completely. that is not often the case. i think the fact that this is the first time in who knows how long that the rest of the city family actually said, ok, we will do this. that is a big deal. even though it is not enough money, the fact that we have gotten that far is a big deal and we need to go with that. with that said, however, i think that it is really key to focus on especially energy efficiency and municipal rooftops for solar and small wind, demand response and et cetera. you know, right now basically we have a boat that is filling up with water very quickly. we have been bailing with a ladle. what staff negotiated is giving us a bucket instead of a ladle. but we are still not plugging the hole that. is what things like energy efficiency do. if we are letting the hole sit there by cutting the energy efficiency budget we are shooting off our nose to spite our face. i think what the commissioner sa

>> eric brooks, standards as a green party, local grassroots organization. on item 10, at times, you have seen us at odds with the puc on various issues. at this time. we need to back them up on this request. i want to remind folks that climate scientists came out one week ago saying that we no longer have 10 or 20 years to get our global act together on the climate crisis. we have about five years to get our act together. when electricity -- when what we're charting for electricity is a lot less than what it actually costs, it is the same situation with gasoline in the u.s., where we have been subsidizing it for decades and people waste it. this may not be an easy step, but it is a necessary step for saving the planet. the other thing that stopped brought up that i want to highlight, this is key to the bond rating of the power enterprise of the sfpuc. as you know, i have been working extensively with the organizers on getting clean power sf, our community choice program, off the ground. that will require a big revenue bond issuance to get it off the ground.
