these special ops forces aren't just going to the green zone or baghdad. they would be placed in brigades all around the country gathering intel on isis and then advising the local forces as well. i want to bring in the former ambassador to iraq, christopher hill. ambassador hill, i have to ask you -- i think a lot of people listen to this. they are frustrated. they are annoyed. they are fatigued by everything they hear that has to do with afghanistan and iraq, quite frankly. and at the same time, they're saying no one's burning effigies of president obama in iraq right now. why draw attention to americans again? >> well, i think the president and his advisors have looked very carefully at the situation. they seem to have concluded that there's not real scope for air operations, but they want to stabilize it. i mean, after all, we have this isis horde, in effect, coming in. they've used all kinds of sundry other people to move, and i think the potential for huge number of civilian casualties is very much there. and so i think understandably, the president

and securing the green zone, the green zone is where the u.s.k embassys are located and clearly they are worried about some sort of threat against baghdad. they have not said explicitly this comes as a result of isil march on baghdad but i think it's safe to assume they are taking it seriously and taking measures. >> it is the commanding control center for isil fighters and they certainly want to make sure that they can control everything from there. what do we know about the situation and the operations of isil for the moment? >> reporter: what we do know is the isil operations are changing one from a military to now a civil duty. what they are doing is they are setting up a provisional council to run the city on the areas in the province they control and they are starting to pay civil servant salaries and have not been paid in a number of months and they are paying salaries and asking people to come back to work, to jobs, to start to live their lives like they have not before. that is one of the statements they have issued. so they are moving

mean it's a fear of everyone pretty much but mostly it's a fear of those people who live in the green zone and that includes prime minister maliki, the u.s. embassy and most of the embassies are in there and most of the government. right now it looks like they're nowhere close. there is fighting open the western outskirts of baghdad, by abbu grahib. one of the things about past ten years, after the fall of saddam is that baghdad has pretty much become a shia muslim city. a lot of the sunni have left. that limits the gain that the i.s.i.l. can make in taking the entire capital. >> how has i.s.i.l. changed life in baghdad if any in the last few days? >> reporter: well, one of the things about baghdad really and iraq is things that seem completely untenable become sort of normal. in baghdad you can have a dozen car bombs go off and it doesn't really affect daily life unless it happens in your neighborhood. this is slightly different. because this almost has a feel of what it was like waiting for air strikes in 2003 or even before that. except this time it could be so much worse. it's really h
