the way this makes it sound, it makes it sound like it is great plus green. -- grey plus green. those are different concepts. i think earlier you said you might consider the grey plus green as those things that green cannot simply accomplish. it feels like we are double counting. we are patting it with extra money is because of the uncertainty around the performance of the green projects. if there is a way of getting, a staging this so that we can make certain decisions -- >> the schedule that we have now for the finished project, we finished the assessment for the end of next year. the planning for the central bayside project is three years. then it goes into two years of design. during that timeframe, we are hopeful to get some of the results from the early implementation projects. we hope to get the regulatory determination so we know what the ultimate target is at the end of the day. one of the other things not to decide on is one of the other reasons that we pick the 30-foot tunnel is because we know we will get it to 10. and in order to be in compliance with existing requi

green builders. >> just to name a few resources in town that are low-cost, there is a monthly green building professionals meeting that typically is posted at the department of the environment, but it is by building it green, open to any interested parties. you go to builditgreen.org and ask to get on the mailing list, and there is a lot of information on the web site. they have the mission to facilitate overall change in the market to institutionalize standardized green buildings and practices, so there is not only information for how to verify. how to identify green materials, there is a database to resource system, so there is -- >> the energy resource center is at howard street. >> yes. they typically host in the neighborhood of 100 to 200 class's each semester, so basically twice that many a year, and they are affiliated with other programs throughout california streets of san francisco and stockton trading centers are the biggest, and they tend to focus in san francisco on commercial construction and building related issues, documents been focused on small-commercial and residential, a

improving services with functional paving and greening. the corridor was redesigned as the sunset boulevard, creating a high performing green corridor. dtw, who has already developed these costs for these subjects, the public-private partnership would allow us to retrofit the university's main campus as part of their ongoing capital improvement programs to increase groundwater recharge and provide opportunities for faculty and students to develop educational outreach programs. in summary, we are recommended -- recommending investing in the second decade for a total of $400 million, including the efp project. this is an increase from the 2010 recommendation and is an exciting new chapter. these projects will improve the performance of our system over time and potentially create an enduring legacy. i will break for questions or discussions. >> on the early implementation projects, there is a total of $57 million. what is the status of that? these are being proposed? >> you would be approving the funding. >> you would have seen the funding in

today we will be talking a lot about green infrastructure. this chart lays out the infrastructure against the levels of service and goals. for the most part, they scored very well. we did see higher rankings for greg infrastructure when we talked about compliance flexibility. once something is built, we can add pumps and do a lot of different things. once a piece of green infrastructure is built, it is sized based on certain storm events. we anticipate storms increasing in intensity, so we do have more flexibility with gray. on the other hand, greene offers us a unique opportunity to have public benefits. much of what we build is below the ground. much of it people do not even know is really there. green infrastructure can be on the surface, incorporate storms, screenings, and change neighborhoods, potentially. when we look at green infrastructure, we will also be considering the ancillary benefits. that is why the triple bottom line discussed earlier today is a big deal for us. as we progress through the project concept, we will be coming up

we also wanted to incorporate green. as we discussed at that time, we looked at various sites tunnels and recommended a 34 ft. diameter tunnel at a cost of just over $1.2 billion. at that time, we also discussed the possibility that the 10 discharges per year could be achieved with a smaller diameter tunnel. since the last workshop, we have connected as bad -- additional studies and determined that the infrastructure would like to get us to 10. however, the total cost of that would be just under $1.3 billion. in finalizing the budget for the bayside, we recommend going with the 1.29 $4 billion. -- the $1.29 4 billion. in this way, as we continue to develop this project, we can determine the right combination of tunnel size and green infrastructure to accomplish our project executive -- objectives. this would be accomplished through the ongoing watershed process, utilizing the triple bottom line analyses, and the planning and ceqa review that will be undertaken as part of the central bayside project. these analyses will b

green. >> my own direct experience, generally, the buying public will not pay more if it is green. maybe that is something people don't want to hear. it is the honest truth. that is my own direct experience. i think it is absolutely -- what will happen with the current green movement in building, is that it will become standard. it is becoming the standard. ultimately, it will be frowned upon when a house does not have these features, i think. i think that is how it will migrate into society, in that way. it is a good thing. it is becoming an awareness of all of these things, your appliances, your window rating, things like that. it is something that happens over time. people like to talk about it. i have sold properties where they are solar-ready, which means they have all of the equipment installed to bring the solar down, the solar energy from the roof, down into the sub-area, to then transmitted to the electrical outlets and things, but the panel did not get installed yet because maybe the person did not want to spend the extra $20,000 or $30,000. it is a promise it is coming.

and at some point where the greens -- green kind of overlap. -- the green/green kind of overlap. >> did you have any suggestions for that overlap? >> somewhere in between, i like maximize and integrate. >> i like maximize. it is a noun. what are we maximizing? >> i would even go for maximize green infrastructure to manage storm and minimize flooding. i know your concerns. i heard them earlier around what the implications of that are. >> we are not that far off. we typically do not get into maximization processes. we do not usually have that option. we do trade-offs. one of the more useful tools that we are in the process of developing to make those trade- offs is the bottom line analysis. i would welcome language that basically says something to the effect that in the meeting of the goals that we set for ourselves that we would use a triple bottom line announces -- analysis to do something. >> whenever language we use -- whatever language we use, it will not be legally mandated anyway. it is all aspirational. >> and we do have five weeks to figure that out before the next meeting. >> we

finance assets. -- green finance sf. >> i'm with the department of the environment. this authorizes the department of the environment to accept and expand a grant in the amount of $1 million from the california state energy commission. essentially to assist the development of san francisco's development finance program. the funds will be used as a service reserve fund which would make financing more attractive, hopefully with a lower interest- rate, and more widely available to property owners to have deep retrofit opportunities. the funds will cover payment delinquencies for investors. the last time i appeared before this committee, i indicated we were trying to advance the projects and i'm pleased to report a first project is now underway. it's a $1.4 million energy upgrade in a multi-tenant commercial building in san francisco which includes lighting retrofit and a new solar photovoltaic systems. i hope this project will lead to other additional products -- and other additional projects and this will make it more attractive for property owners. i'm happy to answer

i would look at the richer, darker blues or greens. since it is such a landmark, it is going to be so visible. it is important that it be the right shade or shades, but i think it is a great project. commissioner moore: i would simply say it is a remarkable project at a remarkable time, adaptive reuse to the kind of use that complements market octavia n. civic center. it is close to a strike of genius, i think. i am extremely happy to support all of the positive aspects which were eloquently summarized. i am not normally as supportive of things, because we are here to quickly take things under the microscope. in this case, all of the questions we are concerned about are answered. we did not prod the developer, but the developer delivered them. this creates units on site, which is what we would like in almost all projects. it delivers below the requirements for car spaces, based on the market octavia plan. there is bike parking, there is car share. there is consideration of environmental performance and win the baffling. the list goes o
