eyewitness accounts -- bill: those are our colleagues, greg kelly on the local fox 5 affiliate.want to move to wabc this appears to be a much closer street shot. this is what the eyewitness was describing. seems like half the building came down. this is what we know now. associated press has it this way. fire department a major emergency response in east harlem. this would be on the outer edge of central park toward the northern part of the island of manhattan. fire department of new york says it received report of a possible explosion and building collapse around the area of park avenue, 114th street. no immediate reports of injuries. wabc, the screen left picture you're watching there, say that residents heard a large explosion inside of an apartment building around 9:00 this morning which would have been an hour and four minutes ago. the fire reported in this building and residents were seeing smoke in that area. one of the more alarming notes that came out by way of twitter, explosion and collapse, in quotes. residential structure with fire and people trapped. that's what we

kelly, a lot of movement in some individual names, some real green in an otherwise saep ea o red. >> thanks very much. let's bring in gregrom bank rate.com. it's great to see you. does this mean the end of low borrowing rates for american households and companies? >> well, not yet, kelly. i think what the fed did today was what was expected. they continued to stair step the tapering process by another $10 billion and pledged to keep the short-term rates unchanged. i think the message to consumers and businesses is 2014 could be your last hurrah to pay down that variable rate debt. things like credit cards, home equity lines of credit, student lobes while you have this tailwind. come 2015, 2016, then rates are going to start to move up, you will have a head wind. now is the time to make headway on that variable rate debt. >> sharon? >> what about the retirees out there looking for some type of safe haven. maybe they have a lot of money in cds, fixed income investments, what can they expect? >> more of the same, unfortunately. it's been a brutal environment for savers and anybody hunkering down in safe haven investments an

greg, how much does it really matter? >> well, i mean, it's a great question, kelly.ersistent downside surprises on economic numbers like the citibank surprise index is its low nest three or four months. this would be like the third sub-200,000 payroll print in a row after a long run of very good numbers. so basically, the market keeps seeing bad data. the market keeps going higher. why is that? i suspect it's because we have a very friendly fed and the overall story is once you wash out the weather effects, you have an economy that's growing. not growing fearly as strongly as we thought it was a few months ago but still growing. that seems to be good enough. >> lindsay, yesterday the disappointment in the services index was just the latest data point to disappoint. i can't get over that figure from gap stores that just hit as well.ç how bad is it out there, and how much can we blame on the weather? >> that's just it. the market was looking to the february data to be the prer verb yal tie breaker between the strength we saw in 2013 and the weakness that we saw in dec

greg, it's good to see you again as we follow this saga and as the focus shifts to the pilots. what do we need to know about the controls in place here? >> kellyt, especially here in the united states, they do the background checks, they do some psychological profiling of that pilot to make sure that they are pilot material for that particular airline. every year the pilot will go back for recurrent training. they also must meet a medical standard yearly in order to perform the duties as a commercial airline pilot and exercise the privileges of their certificates. there is no specific psychological monitoring or profiling every year after their initial hire. >> and, greg, are those standards in the u.s. generally toughest? what about the international standards for countries like malaysia as well? >> a lot of the standards are dictated by the airline, especially with the hiring standards and the criteria by which they hire a pilot. a pilot that's hired here may not get hired overseas and vice versa just because the standards are different, hourly requirements are different, experience, and that kind of thing. >> just curious thinking through t
