i'm greg lee. let's get right to some of our top stories tonight at the top of the hour. oakland is facing a financial crisis. today, the city released a list of proposed budget cuts to emergency services in order to address a $129 million deficit. the proposed cuts would include cutting police overtime, canceling two police academies, and cutting 91 positions citywide. the city council is scheduled to vote on some of these actions when it meets on monday. we are hearing from the family of one of the kindergartners who was shot while at school in butte county on wednesday. the aunt of five year old elias wolford says she was at work when she learned about the shooting that left her nephew critically injured. >> basically, for my nephew, this this has shattered his childhood. a kid can't get shot and just go on like this with this. this shooter did was it stole his his normal childhood. i mean, it's a wonder he's alive and it's a miracle. >> elias, his aunt, says he was hit in the chest and abdomen. he's had two surgeries, which have been successful. the second victim, six

. >> good evening i'm greg lee. we want to get you caught up on some of our top stories tonight. a government shutdown has been avoided. the u.s. senate forced to go into overtime, passing a continuing resolution at 12:38 a.m. saturday morning, d.c. time. the package will keep the government funded at current levels through mid-march and avoids a service stoppage, which would have affected at least nine federal agencies. this was congress's third attempt at getting a deal done. it does not include a provision to raise the debt ceiling that president elect donald trump had called for, although his adviser, elon musk, did express support for the bill online. an investigation is underway in san francisco after police shot and killed an armed man in union square during an overnight confrontation. the man, who was a security guard at the dior boutique, was wanted for hitting two pedestrians in a bicyclist with a vehicle hours earlier during a chase. the reason for that chase is still unclear. police say they used surveillance video to identify the man, and that he allegedly confronted

i'm greg lee and i'm mike mibach. >> officers were called to the family's apartment tuesday night for a welfare check. and once inside, that is when police discovered the four bodies. new tonight, ktvu is. amber lee is live in milpitas with the new information. amber. >> mike. milpitas police described this case as heartbreaking. they have released the identity of the husband and wife found dead. they are not releasing the identities of their two young children at the request of family members. inside the turning apartments in milpitas. a mixed use housing and retail complex, flowers have been left outside the unit, where police say officers found a family of four dead on tuesday night. authorities now say it appears to be a murder suicide for the holidays too, so it's pretty like a sad. police say it appears 36 year old van quang nguyen used a handgun he owned to shoot and kill his wife, betty pham, also 36, and their nine year old son and four year old daughter, and then turned the gun on himself. police say all four had a single gunshot wound. >> this tragedy is a very difficult re

i'm greg lee. we start on the santa cruz coast, where the national weather service confirms as many as eight people have been rescued from life threatening surf. the powerful waves caused part of the santa cruz wharf to collapse into the ocean. several people who were on the pier had to be rescued from the water. you can see here. in this video, one man is standing atop the debris calling for help. i want to go live now to ktvu. jesse gary, who's been talking with people who were there when the wharf collapsed. what are they saying? jesse? >> greg. they're saying they didn't believe their eyes, even though it happened right in front of them. we are on the coast here in santa cruz, on west cliff drive, and just over the past hour, the fog has moved in. so we're not able to show you the wharf and how it looks now about 150ft shorter than what it was when the day started. however, we have two people who were on the wharf at work when this event happened. we'll talk to jenny and marina. >> jenny and mi
