i am not an apologist for greg suhr or the district attorney, but they have to find a solution. without the state, law enforcement does not work. [applause] >> so, chief suhr -- [laughter] what do you do about this problem of the end justifying the means? so, how you teach your young officers or train them not to abuse their power and not to get these bad guys anyway they can and does not matter how they operate? how do you teach trainees about this? >> first, thank you for having me. this is a bit of an away game for me. [laughter] [applause] >> either way, it is your home town. >> that is true. >> you might feel like you're on the hot seat on this panel draws that is ok. i can handle it. >> the background is extensive. certainly, after i have come in, there are psychological profiles. there are lie-detector tests. so, we really do try to get it right. only one out of 11 applicants to the police department makes it through. yet, we still get some folks to do some things we would rather have them not do. but character is everything, as has been discussed, in the police department

next to him is our san francisco police chief, greg suhr, newly appointed to that office last month. congratulations, chief. >> thank you, your honor. [applause] >> chief suhr has surfed in the department for 30 years. and as chief he will be overseeing a department of 1,800 police officers. next we have peter herley who is now acting as police consultant. he is the former chief of police of tiburon and the former president of the california police officers association. next to mr. herley is sharon wu, the chief assistant of operations in the district attorney's office. she oversees the criminal division, including the victim witness program and the alternative dispute courts. anne irwin is an attorney in the public defender's office. ms. irwin was recently involved in several of the cases involving the videotaped evidence which resulted in the dismissal of over 90 cases. you've read about those in the newspaper. and finally, we have civil rights attorney john burress. he specializes in civil actions brought against police officers for abuse of power, brutality, and wrongful death. le

chief greg suhr was shouted out with he his presentation. he was yelled at during a question and answer question seg he finally gave up and left. people are upset about the shooting and want to talk about the overall issues of the bayview and many take issue that police were doing inspections at muni station. that is what eventually led to the confrontation and shooting. >> these officers, every single day not only on this train but all over bayview. i love this community. i'm telling you right now there are people in there and they need to hear from us. >>> people are questioning whether 19-year-old parolee kenneth harding was armed, whether he needed to be shot so many times and whether police needed to chase him for the minor offense of not paying his muni fare. they have a video of a gun at the scene. an informant later told them where they could find it. they say he shot first and police fired back to defend this means. looks back at the chaotic meeting. they are questioning whether it was too soon. maybe people are too emotional to sit

the investigation, the occ finds the officer violated the rule, we forward our findings to achieve greg suhr for action. this can result in up to 10 days suspension. the police commission has jurisdiction over cases recommending penalties exceeding 10 days suspension. to give you facts and figures -- first of all, we provide mediation as an alternative to discipline. that represents 6% of the 812 cases be closed last year. the mediation program allows us to resolve the case and a dispute resolution format, and the goal is to bring the involved parties together, the officer and the civilian, in an effort to achieve mutual understanding. we have a partnership with the community board and the san francisco bar association, and these two organizations provide neutral mediators for the mediation. our mediation can be conducted in languages other than english. our mediation program is voluntary and that both the officer and the complainant must agree before the meeting can occur. participation in the mediation program is at 96%. san francisco has the highest per-capita mediation of similar program

the chief of police himself greg suhr was at the podium a few minutes ago.e was trying to speak to the crowd trying to lay out the facts of the case. but he was shouted down. he was booed. a crowd gathered around him and at some point, they decided the chief himself said, you know, i'd like to speak. i'm going to try to speak but folks pulled him away from the podium and now he is no longer near the podium. others have hijacked the microphone. off to my left you can see the police brass still gathered here put we were told by police information officer as well as one of the supervisors that they are talking about pulling the plug on this meeting altogether. it's so chaotic right now. nobody is able to speak at the podium right now without somebody shouting or yelling. so if they shut it down right here, allen, bottom line, they may shut it down, go away and come back or it may just be cancelled. but right now, this meeting has been hijacked. and, you know, there is an he recalled at the microphone now trying -- elder at the microphone now trying to gather fo

police chief greg suhr demonstrated why he believes kenneth harding jr. may have fired a shot that killed him. >> apparently the officer shot, hit the suspect in the leg, so imagine if you would an instant hamstring pain pull would cause the person to lurch. the gun entered the left side of the neck and exited the cheek. >> reporter: the medical examiner said yes that the gun ár shot that killed harding did not come from a police gun. police confiscated a gun that was at the scene but did not fire the bullet that killed harding. police believe the shot seen in this widely seen video fired the shot. it has not been found. investigators say the first shot was fired by harding. today they said they don't know which of the other nine shots killed him. >> that shot in terms of its proximity to the body itself may have been muffled because of potentially a contact shot or very close in itself. and the system may not have picked up that shot. >> reporter: these latest case developments including the missing gun have deepened distrust of police. >> the gun should

> good morning, we're in the castro district, in the bayview at 6:00, san francisco police chief greg suhr with supervisor coen will meet to address over concerns of a police shooting death of a 19-year-old man, a shooting police say was justified. but there are over 150 people here yesterday who would beg to differ. at least one of them made their feelings known by breaking this window at bank of america branch at castro and 18th. whoever good this isn't the only one police say got out of hand. officers ended up arresting 35 people during last night's protest march started at dolores park made its way to castro. they smock bombed muni station, as they passed mission police station someone through a hammer at officers. no one was hurt. many people in the community want more police accountability and independent investigation after what happened there saturday afternoon. this is when kenneth harding was shot and killed by sfpd. the aftermath captured. you should see it on cell phone video, angry people surrounding officers after the shooting with harding on the ground there lying there dyin
