through her team, through director anna downing and sofia kittler and definitely our comptroller, greg wagner, and definitely devin mcculley and michelle lerma and the entire team of the comptroller. i really am grateful and definitely our city attorney for all her work and definitely brant khalipa, our clerk, every day, every day, you know, throughout, not just during budget process, but but just year round really appreciate it. and of course, francis shea and who i want to say that we've been thinking about this for, not just today. i think we've been thinking about this since i would say you know, the day before we signed the last budget . so while on one hand, we should be very proud of all the work that we have collectively done, we negotiated a budget that saved many vital services. we have restored funding for public health, including funding for oral health for kids, food access through neighborhood based or grocery access, youth and family services like child care and violence violence prevention programing. but i also have to say, on the other hand, we also have conceded to funding

i want to call on our controller, greg wagner. thank you, chair chan. you saw me hovering here, so i appreciate you calling him. i just wanted to add one piece to make sure in the context of this conversation for items two and three, if we're planning to move forward with the purchase of the building as the department, indicates, part of the issue on timing is for us to reach a purchase agreement and set up the financing. we need to have some appropriation, to allow us to plan for the lead time for the purchase and the financing that would occur through cops. so it's a policy choice of when that occurs. but if we push the debt service to zero, which i think is not where this discussion is going in the second year, it will move the timeline back because we'd have to have debt service appropriation in place to certify the, the, the purchase of the building. yeah, i think i want to quickly just state that like i'm what i'm inclined to is to accept a recommendation one and two and reject recommendation three, which is then really kind of what, director rohr

and we also have our controller, greg wagner, who we can give a brief update on the audits that havemed to date, and also the schedule of audits that we have been working on as the next phase of audits that will come from the department. again, there's a lot of talk out there from people saying we should audit everything. well, you can't wave a magic wand and audit everything overnight. you have to have a plan. you have to have a focus. and i think that's some of what we've done to date. so i think the comptroller is going to talk about the next round of audits, which will be, shelter services in our city and who's providing those services. and we'll get into that further conversation. so i would love to hear from director mcspadden, talk about how as part of the after presentation or part of your presentation, what this formation has had on your department's contract management, some of its oversight, some of the direction of the department, but we can get into that after your presentation. thank you for joining us today. director it's good to see you. good to see you, too. good mor

i'm pleased to have been reappointed for your consideration by controller greg wagner.you know, public works is one of the city's largest departments and has been around for 120 years. but it never had a citizens oversight commission until two years ago. so as vice chair xabi mentioned, it's been a learning process for the department and for us. but i'm pleased to tell you, i think the two years have been a big success. as commissioner zarb mentioned, one of my biggest responsibilities last year was leading a national search for a new director for the department. it was a robust search at the mayor's request, and in our own backyard, interim director short rose to the top as the most qualified candidate. we were pleased by the appointment and i think she's breathed new life into the department. inspired new joie de vivre and has stepped up the department's performance citywide. for me, any commission, it's really has a very simple mandate. to answer one question is the department fulfilling its mandate to the citizens of san francisco and doing so cost effectively? yes
