and this is just the tax fairy that is the logical outgrowth of grover norquist's long ago pledge that so many republicans bought into and are now stuck with. >> well, that's what's been interesting to me that trump refuses to sign the pledge and this hedge fund loophole, which maybe you can explain a little bit. there's a specific loophole called the carried interest loophole, trump appears to be talking about. it's been there for folks for a long time. it's had its defenders among chuck schumer and other democrats who stuck up for it. what is the loophole that he's talking about? >> the one he's talking about carrying interest basically the compensation you earn for the work you do as an investment manager isn't taxed at the same rates you and i pay for our paychecks. it's taxed at the much lower rates for capital investments. but the bigger scandal there is despite a reform law by congress that doesn't appear to be working, hedge fund managers can live by borrowing against their assets and, therefore, they don't recognize the income. they can defer the income into their fund, pay no

grover norquist is famous for saying any tax hike is a problem has enthusiastically endorsed the plan. he's come out. club for growth which is of a similar vein of thinking said they think it's a secret tax hike but i've talked to some economists that would like a plan like this and one of them described a mess and confusion. it's an overall picture but a lot of meat to be put on the bone. >> donald trump has a lot of money. everyone knows it. he says it all the time. how will this affect the tax plan? let's watch. >> one final question, donald trump's tax plan, will you pay more money? millions and millions, hundreds of millions? >> i will probably pay more money but at the same time the economy will do better i'll make it that way. i believe in the end i'll do better because i really believe the economy is going to boom, beautiful. >> is he right? will he pay more? >> his use of the word probably. you'll have to see how americans react. the answer should have been absolutely, i will pay for i can afford to pay more. you heard it there, he's betting on growth. that will be the bet. i

grover norquist, for instance. he's become famous for having candidates, for having republican candidates sign an anti-tax oath. today, though, politico says that he gave the tax plan a wink. quote. this is from norquist. "trump's plan is certainly consistent with the taxpayer protection pledge." that's the pledge he asks every republican candidate to sign. more pointedly, trump himself was adamant today that no one should think of him as any kind of a populist. >> no, i'm not a populist. no, i'm not. i'm a man of great common sense. i'm a man that's built a tremendous company with the best locations in real estate, the best everything. you're here at one of them. i have many of these. >> i did a great job. i've employed tens of thousands of people. i employ now thousands and thousands of people. i've done a good job, but i wouldn't say populist at all. >> trump remains for now the front-runner in the republican race though his lead is in increasingly tenuous lead. another new poll confirming this. trump at 21%. in

you also have grover norquist giving his blessing. of course he is the architect of the anti-tax movement, major player on your side of the aisle for republicans. >> yes. >> what's your take? do you give trump a thumbs up, thumbs down, on his plan? >> i think the plan is in the right direction. i think it is unfair to say it is going to cost all this money when he has said it is going to be revenue neutral. as a conservative i actually wish it wouldn't be revenue neutral. i'd like to see us not worry so much about the revenue side of tax cuts. what we don't know, you got to look at two sides of the equation. it is not just what the rates are, it is what's going to happen to the deductions. what you really want to know is what your effective tax rate is, whether it goes up or whether it goes down. yes with be these rates look like they're going to go very low. but if you lose all your deductions, it could not come out in the wash the way you want it to. i agree there are a lot of details to be learned on the plan. >> but this was a big

bill: americans for tax reform, grover norquist. >> right. bill: often times -- >> likes it.ill: often times he is the first critic. why does he like this. >> i think he said net-net no new taxes are raised. you could argue in the trump plan, he doesn't delineate this. takes away some deductions or limits them for high income folks like you. the fear is that is not going to really get more dollars out of bill hemmer. so, you know, someone like a grover is saying, well when all said and done it means that this is not only revenue neutral but will lead to a boom, very reaganesque. these are among sharpest declines in tax rates we've seen since that time. that is not by accident. donald trump did this for a reason to harken back to reagan. so this is something that the tax guys can live with. the problem paying for it up front. tax revenues do create a lot of, a lot of revenues for the government. bill: that is what he is banking on. >> in the short term though, when you lose that tax revenue you lose money. how will he get the money? offering a tempting, one-time tax on all mon
