it is a growing city, a city that's population is growing. companies want to come here. they want to employ our residents. they want to help us grow. so we have focused on what we can do to sustain those jobs and make sure our city is successful. we have our america's cup that is slated to occur here in 2013. what a wonderful opportunity to continue to make that event grow. it is no longer a national event. it is an international event and reminds us how much we are as an international city. we continue to embrace our local hire program. thanks to the before your supervisors, i am working extremely hard to make sure it is not just construction, but we have a spirit of local hire in every company that here. we have apprenticeships programs reflected in our budget that will allow our department of public works, our recreation and parks department, our environmental department to work together to make sure that we hire as many people as possible to fill our apprenticeship programs as we get ready for a resurgence in the building of san francisco. i pledge to continue workin

there several reasons really. 8 to 10 years ago, the big story in vegas is that it was the fastest growing citye ones behind me started sprouting up. areas in north las vegas as well. it would happen here like south florida and arizona people started buying homes they couldn't afford with toxic mortgages. interest only loans and variable rates. you had boom and bust. people realized they could no longer afford the homes you traveled and you can't believe what you see. to this day, you see several foreclosure signs and several for sale signs you even see signs that i couldn't believe. when a building is independent, they are warning against squatters. you see that in suburbs and neighborhoods here. it's unbelievable. that said, there people who are under water, more than 80% here who are still staying in their homes they are not walking away. they made a deal with the bank and the lenders and they are sticking to that deal. they are thinking with their conscious and not the wallets. we spoke to a couple of people. here's what they had to say. >> for the people who did stick it out, there should

little city gardens is also a small business in that we aim to support the work that we do have a place that we hold in the community by growing, selling, and distributing fresh produce. we started this business because we believe that productive urban farms have a great role to play in the future of our cities. urban farming has always had an important presence in san francisco. we felt like the agricultural movement could take on the sustainability of some of them could support themselves economically. when we began, there were no gardens that we could look for as a model. we knew there'd be ample benefit and ample challenge in the process. we have experienced plenty of both. we are totally awed every day. and also, as we are trying to carve out a new space, we have challenges every day. as many of you know, the first major obstacle here was the fact that selling the produce was not legal. the zoning code did not allow us to support ourselves. thank you for all of your hard work and putting together this ordinance. we are grateful for the way we are able to work together to make this happen. close to home is not a new or par

one of the reasons i ran for supervisor last year was not only to help the small business grow in the city, but also fight for sound fiscal policy in san francisco. when i arrived here, i spent a lot of time with the members who are here today looking into the infrastructure, and the debt is something that came to be concerned. the 1.3 $6 billion that i mentioned, this is a little bit of a misnomer. we have hundreds of millions of dollars of debt on the books, most in the form of certificates of participation. this is something i had not realized and something i want to talk about, publicly. in particular, i was wanting to talk about debt and what we do when they defeat the bond measures and how we promote the projects otherwise, and how we look at how we review the debt that we have on the books for the ongoing maintenance operations and capital expenditures. i want to thank everyone for coming out here today, and what we will do, a number of people come up. we will talk about the overall that structure, the city attorney's office will talk about the legal framework, and also, we have the
