jonathan gruber is a professor. he's ready to discuss the similarities and differences of the two plans. he advised both mitt romney and president obama on their health care laws. he's author of the book "health care reform." gentlemen, thank you for joining us. professor gruber, in any terms, layman's or expert's, is there any big difference between what romney did up in massachusetts and what the president has done through his law nationwide? >> chris, there's not really a meaningful difference in the core of the plans. the basis of the national plan is what we did in massachusetts. just in how it's structured, you can see that. it's the same structure. and in the development of it, i can testify i was asked constantly, how did you do it in massachusetts? how did you make it work in massachusetts? the federal law is more ambitious in two ways. first of all, in massachusetts, mitt romney had a nice leg up because the feds paid for his bill. the federal government doesn't have that leg up. second, massachusetts did

one of obamacare's leading cheerleaders is an economist named johnathan gruber. he projected when the mandate takes full effect in 2014 it will cause some people's health insurance premiums to double. think about that. think about how much you pay for health insurance right now. think of that amount and now imagine doubling it. that's because the law will force a lot of pay higher premiums to subsidize the sick. but that doesn't reduce the cost of covering the sick. it just shifts that cost to others. as cost shifting always does, that leads to higher costs overall. president obama has said the mandate and the rest of the law will save lives. the problem is he doesn't have any solid evidence to back that up. in fact, while congress was debating obamacare, researchers in oregon were conducting the only study ever to only generate solid evidence on whether it saves lives and the president and congress couldn't be bothered to wait for the results. so far that oregon study has not found that broad based coverage

and we were already seeing individual -- as a matter of fact, jonathan gruber from m.i.t. his position from 2009 in terms of the individual market and said it's going to rise anywhere from 19% to 31% with the individual mandate. so he got it wrong in 2009. so, look, we have a mess on our hands. it was way too big of a bite. too many people were putting things in to advantage themselves and their favorite thing. i believe we ought to have some commitment to fixing health care in this country, and doing it in a way that was not polarizing. this one was. and i think we can actually make some -- make some great headway. one way to do that would be a refundable credit for everybody so everybody has access, and you do it in a way where you don't have a stamp on someone's forehead, in fact, we're helping them. >> of course, there's no guarantee of universal access and a refundable credit either. but let me ask you about my experience. >> well, it's a whole lot better than what we have right now. >> well, we could debate about that. but as you may know, in my state, 20 years ago w
