but we would have to exempt gsr. but i would say anything that would help identify things as a positive outcome we very welcome. on your point how much is system ic versus how much is solvable. it's a mixture of both. 80 parts of our recommendations are implemented over four years. one classic example. we made recommendations to stop tech weapon systems that technology is not mature, not ready for production, but yet different weapon simms come up that will have a similar problem. so that -- some things stopped completely and not bought at all, and same thing with i.t. systems and it there's a stillic problem -- >> one quick comment. that's great if you're fixing 75% of the problem, enormous but shows we have another problem. it's the generation of more waste and then some waste in eeye of the beholder and the philosophical view. >> one reason for that is most federal programs get funded year after year without having to prove that they're effectively accomplishing their objectives. it is hard -- the burden is on us
