guglielmo marconi. we had not had the innovation, the business model, to create actual conflict over who got to use what spaces, and try to remedy whatever conflict existed to now, there were conflicts because broadcasters dispute a -- spewed a lot of transmitting power. across large areas, trying to get to these receivers with their programming, there content. and so in the new age of wireless, we came up with new rules and we had an essentially, first-come-first serve. if you had a radio station transmitting with authorization, which was pro forma for the department of commerce, you got to be there and continue until some of the else came along that you might want to share with, or you might want to sell to. there were rules in place to first-come, first-served. that created a political hit -- kickback. on the one side, the first stations that became commercially successful did not want new entries, that kind of liberal policy to allow new bandwidth to be utilized. on the other side of it, you have po
