i'm savannah guthrie in for andrea today.urdles remain eve as some democrats are taking issue with the senate finance committee's health care plan, long thought to be the best chance for bipartisan reform. they are worried, among other things, that the middle class will take a real hit if the proposal passes as it is. ron brownstein is political director for atlantic media. okay, ron, the baucus bill, seems like this is something to hate for everybody, after all those months of hard work. realistically, is this a template going forward or is it dead on arrival? >> no, i think it's actually more the template than it might seem today. there is one obvious, large flaw with this, and then perhaps a second significant flaw. the large flaw is that it does not provide sufficient subsidies for middle class families who would be required to buy insurance under the individual mandate, which is essential in all the bills because it is the key to insurance reform. a second flaw is the way it deals with contributions from employers. it mi

nbc news white house correspondent savannah guthrie joins us now from the white house. savannah, let's get right to the whole issue of missile defense. because right now, hillary clinton has said, well another, not about russia. but you had putin today saying that this was a brave and correct move by the president. it does have to be about russia. >> reporter: yeah, i mean, the white house really resists that analysis but it's pretty clear that the russians are delighted about this. not only putin's comments but medvedev says the fact that they are listening to us is an obvious signal that we should also attentatively listen to our partners, our american partners. so the stage is set for russia to cooperate more fully on iran. as i said, the white house will say that is not the reason why they decided to abandon these missile defense bases in eastern europe in favor of a different kind of missile defense strategy. but there's no question that that is one by-product of it. the russians have made no secret. they were furious about this idea. it was a bush administration i

savannah guthrie joins us now. i think you're hearing the breaking news as we are now that apparently we're learning that the iranians have said the swiss government can go in and take a look at the three american hikers detained in iran since late july and in addition hearing the iranians will offer timetable for inspectors to look at the second enrichment facility. will any of this help them going into the geneva talks appearing to be cooperative? >> they certainly want to put that face forward and have the appearance of cooperation. the question of course, will be in the details whether or not the inspects will get the kind of access the u.s. and its allies think are merited here. at the same time, the administration not expecting to have iran be particularly cooperative and trying to get sanctions together, sanctions regime that an international consensus can form around and that is really a tricky question. i mean, there are things you can do that will be very tough on iran but there isn't necessarily internat

nbc news white house correspondent savannah guthrie is on the road in pittsburgh before we talk about the protesters on the ground, what are the reaction from the president his u.n. address yesterday, like anything, was met with mixed reviews. >> i think two big agenda items and you mentioned both of them. what are we going to do about financial regulatory reform. the leaders will come to these meetings and come with agreements that everyone can get onboard with and the biggest, most pressing issue on that is whether or not countries will act to reform the way the financial system is regulated so we don't have another financial crisis and we can see that debate going on, as we speak, in our own country. the president will want to talk about, of course, that he has proposed a major overhaul of the system and the question is, is the political will there to get it done. that's one issue. the other is unwinding this fiscal stimulus. herculean efforts to save the world economy from depression and how do you extract yourself from it without triggering another crisis. >> savannah, real quick

savannah guthrie joining us now. what was the president's purpose? for one thing, he wants to make a big pitch for financial regulatory reform. this is a big issue, one we haven't talked about too much because of the focus on health care reform. earlier this summer, the administration sent over a bill to overhaul the way the financial system is regulated. he wanted to make a pitch for that and take credit for some improvement that's gone on in the financial markets while acknowledging there is a huge problem in unemployment for everyday americans. this economy is still very troubling indeed. he gave tough medicine to wall street, saying, if you think things are going to go back to the old way, you're wrong. you need to take responsibility. there were several objectives the president was trying to accomplish. >> and the regulatory reform. this is the bill he did write and gave them specifics. and the financial services industry and others pushing back really hard against that. that has been stuck on the hill. more to come on that. then he's going to h
