once again, live from washington, moderator gwen ifill. gwen: good evening. koran-burning, random murder, in recent weeks, american forces stationed in afghanistan have been implicated in each of these acts. the army staff sergeant who has apparently confessed is back in the u.s. tonight, but the questions about his actions remain largely unanswered. u.s. officials, including defense secretary, who was in afghanistan this week, said the incident will not affect the american timetable there. >> in the discussions that i just completed with president karzai and also with the other afghan leaders, we really did focus on the strategy for the future. and what needs to be accomplished. as we move towards the end of 2014 and then beyond 2014, the missions that we need to focus on to maintain an enduring presence. gwen: it is not clear that karzai agrees. martha is back from a recent trip to afghanistan. does this feel by a pivot point. the name of the staff sergeant was released. >> they weren't going to release his name until he was charged with 16 counts of murder

gwen: it's a skill. they've got a real skill. >> almost every time they have a good moment, by the next day they're in the soup. this was a perfect example. go through the balance sheet. the illinois victory was a good victory for them. they picked up the endorsement of jeb bush. endorsements don't mean a lot but an endorsement from jeb bush coming from this moment had a psychological impact that give the romney campaign and loyalists to the romney campaign the opportunity to say to everybody it's time to close this down. it's time to focus on barack obama, not on one another. but if you look at it from the flip side, he should have won illinois. illinois set up perfectly for mitt romney. it's a state that's much more partial to moderate republicans than to deeply conservative republicans. he runs the risk of losing a state tomorrow, saturday, in louisiana. he widened his delegate lead and yet nothing happened in illinois that suggests that he's going to go get the magic number of 44. gwen: sam you have

gwen: he's ahead in the polls so far. but there is a problem which mitt romney has always had, chuck, all along. there's a subset of republicans ta don't like him very much. is momentum enough to make up for that? >>he's had this problem, penguin, as you know, because you've gun -- gwen, as you know, because you've been on the road, too. a lot of them say they'll vote for him, but the passion is not there. probably the closest thing to a constant that we've seen in this race is when mitt romney is in trouble, he throws a lot of money into very negative tv ads and they're very effective. and he pretty much destroyed newt gingrich in iowa and then again in florida doing that. it was very effective in bringing down rick santorum in michigan. he's heavily outspending santorum in ohio now. and as much as we want to cover what they're talking about in the speeches and all that, those negative ads are very, very effective. >> i had one interesting split in the exit polls in michigan that i thought was interesting. michigan was t

once again, live from washington, moderator gwen ifill. gwen: good evening. it took three days of legal debate, street protest and a hours of arguments and now the supreme court gets to explain why it will uphold, gut, or completely overturn the nation's landmark health care law. the justices and the lawyers took turns comparing the health insurance market to everything from broccoli to automobiles, but chief justice john roberts wasn't necessarily buying. >> the key to the government's argument to the contrary is that everybody is in this market. everybody is in this market, so that makes it very different than the market for cars or the other hypotheticals that you came up with, and all they're regulating is how you pay for it. gwen: justice anthony kennedy, once again a potential swing vote, apparently had the same problem. >> the government tells us that's because the insurance market is unique. and in the next case, it'll say the next market is unique. but i think it is true that if most questions in life are matters of degree, in the insurance and healt

gwen: do we know this has happened? >> the polling suggests and everyone you talk to says it definitely has the potential, because the group of women that we're talking about are the late-deciding swing-voting women. single women talk to vote for the democrats. not talking about women in the republican base, the independent-minded woman could be turned off, not because of the issue itself, but why are you talking your eye off the ball. gwen: if you think the obama campaign is sitting on the sidelines as the republicans are slugging it out, you would be wrong. the president went to separate fundraisers, including chicago. >> you might have noticed that we have some guests in illinois this week. apparently things haven't quite wrapped up on the other side. my message to all the candidates is welcome to the land of lincoln, because i'm thinking maybe some lincoln will rub off on them while we are here. gwen: the president is still down in atlanta. they launched a 17-minute video and dispatched vice president biden to take

gwen tolbart in our weather center with a first look at the weather. >> sunglasses, shorts, the whole bit, a little cooler today than it was yesterday, but still not bad. we had the sun kind of taking a while to get out today. there was a lot of clouds and fog early in the day but late afternoon we did get to see sunshine. here's our highs today, 68 degrees at reagan national airport, 68 at dulles, 64 at bwi thurgood marshall and we've got a lot of clouds sticking around now. take a look to the west. there's rain and a few storms. that's what we're keeping a close eye on now, some of that pushing through the i-81 corridor heading closer towards front royal. we'll watch that. 67 degrees this hour at national, 67 at dulles and baltimore is kicking in at 61 degrees. tonight we're talking overnight patchy fog again. that seems to be pretty much the pattern and mostly cloudy skies, 54. five-day forecast once again full of surprises. back to you. >> thank you, gwen. >>> now on to march madness where georgetown had a chance today to chance to the sweet 16 for the first time in five years. fo
