it has happened. hundreds of demonstrators have been marching around the ucla campus all day to protest the tuition hike that's happened. alan joins us by phone to give us an update. word has spread it's actually happened. what do you see happening now? >> immediately the hundreds of students on the other side of the building heard the regents passed it. they shifted to parking lot exit. now they are at each of the exits to the parking lot. they are saying they aren't going to let the regents leave now that they made the vote for 30%. it's a little tense. students, probably 50 or 60 at each exit sitting with arms locked. then we've got a couple dozen or more california highway patrolman right here and also campus police officers also appropriately equipped, apparently planning their strategy for opening up the parking lot exit. it's a scary situation if you're sitting around, because these guys have tasers, they have pepper spray and i don't know what other tools. there's a lot of chanting going aroun

everybody has, everybody has a view. and i think, i'm sure the iranians are well aware of that as well. it was interesting to me that in the last election campaign in iran president ahmadinejad came in for some pretty heavy criticism from iranians because of his rhetoric, and particularly his rhetoric aimed against israel. it seemed to be, people seemed to be saying, sir, that's not helpful. you are not serving the interests of our country. very well. this is provocative. this is needlessly provocative, and you are going to get us into a conflict that we don't need. so, you know, of course others are, others are interested. and others see this. but again, i would be careful about making sort of the rigid categories and say, well, the arabs will say, will never agree with the persians or the turks will never agree with the, with the iranians. i think the, i think we're seeing in the area a much more complicated picture, and one thing, another piece of advice -- i think it's one of my 14 points -- is that in any encounter

the attitude has changed, and it has changed for consumers. we were on a consumer binge that was sustained by borrowing. that is no longer sustainable. the attitude of the consumer has changed. we will see -- i don't see how we will be able to sustain -- we will have to do it. as we were implying, there is tremendous downward pressure on the ability of the american economy to grow. i do not think that we're going to be in a position -- we have no choice about that -- debt. if you have too much credit card debt, or a disproportionate low in relation to the value of your home, if you lose your job, you still have to pay your debts. so we will be in the same position as a country. the issue of that has become a more serious political issue. the country is really worried about the assumption of debt and what it means for succeeding generations. it goes in the same issue that i find pretty deeply troubling. the about the deficits that we are building into our system are really staggering. if you look at the health care system carefully, it is going

has not done since the kyoto negotiations and something china, frankly, has never done. in the case of the u.s., president obama has proposed a provisional target in the range of 17% below 2005 by 2020. in the case of china, what we have heard is a voluntary goal to reduce carbon intensity 40 to 45% in the same time frame. now, each is saying that the other's offer is not enough. many others have expressed disappointment in both but i think the fact that the two largest emitters now have numbers on the table is in fact the sign of greater confidence on both sides and is a major step forward and i think it should give us greater confidence because a global agreement, frankly, is only possible with these two participating and numbers on the table is a critical step in that direction. but ultimately i think the real test is what we can achieve multilaterally. ultimately what we need are binding commitments from all the major economies. and i think the question for copenhagen is how far it can move us toward that objective. i would foresee the outcome in copenhagen in two br

it has an interesting history in defense.n the drafting of the national security strategy of 2002 the first draft prepared in march of 2002 didn't use the word preelse. i discussed it with several people and we agreed it would be right and helpful to use the word preempt and preemption in the context of preempt iing terrorist attacks. actually the drafts go on to explain there is a difference between prevention -- preelse is where you have a enemy and you want to spoil the next attack. the draft exclusively used preemption in the kocon techniqs of the counterterrorism sections of the document. all the d.w.m. used the word prevent. prevent hostile sites from using or acquiring or using d. -- w.m.d. against us. and they state the case that that was the dichotomy in all subsequent drafts that hadley and others reviewed up to about the middle of july of 2002, at which point they decided to pretty much leave in a little in the terrorism section but move the prehe was into the w.m.d. area and the main reason for that the best i cou

the state of virginia has made substantial progress, the state of maryland has made substantial progress. again, these are states you see all the kids coming up the rate of progress faster for latino and african-american kids which is exactly what we want to see, everybody gaining but kids that have been behind gaining faster. >> [inaudible] >> i think there are a combination of approaches. but one of them that is horrible important is providing lots more guidance teachers about what to teach. one of the worries that parents and others have is our teachers just teaching to the text. what we are finding is that when districts and states provide more help to teachers, more guidance about how to teach the standards more curriculum, more assignments, that helps them and hire and because basic problem that we face in schools serving concentration is the expectations over time just get watered down. and so, the districts and states that are actually making more progress or confronting the issue directly by providing teachers help in raising their expectations but they are also dealing honestly

, has to do with too big to fail. the incentives that firms have to grow too big in order to be quote, too big to fail. my answer, i think, is the same as what i said before which is we need to make sure that too big to fail is a relative of the past and we don't have that anymore to do that we need tougher regulations for large systemic leak critical firms. we need to strengthen the system overall time i create stronger infrastructure so that the system can stand pressure on firms. we need to make sure that all systemically critical firms are subject to strong consolidated supervision, which looks at all the risks across the company. and most importantly, and i think this is absolutely critical. and if congress looks to do financial regulatory form i hope they put this at the top of the priority list. we need to have some alternative to bankruptcy or bailout. we need to have another way to close firms that have come to the brink of failure without destroying the rest of the system, but in a way that will allow losses
