senator hagerty from tennessee is recognized. >> let's go back to the foundation of cfpb. it was created in a way that showed accountability to elected officials buried inside of the federal reserve and attempting to exempt it from the appropriations process. last year i introduced the cfpb accountability act and i was joined by 17 colleagues in doing so critical as to make the cfpb's baseline budget subject to the congressional preparations process. i served on appropriations committee here in the senate. they like to get your opinion given that effort. would you support the cfpb's budget making it more transparent and can you think of any reason the cfpb should not a fully included in the appropriations process? >> i appreciate the question as a factual matter that's the role for congress to decide what the structure of agencies are. specifically the occ, the fdic and the fed they are generally not appropriated agencies and other banking regulators are. the fdic is funded through the department of insurance funds and it sets its own fees about what it's going to collect
