on haight street. we established more reasonable controls, again where the controls for the neighborhood, they apply there, but reduced the buffers that create these conflicts with other neighborhoods. also we corrected or updated the code on the uses. it used to be in most neighborhoods an arcade, pinball, video games, that sort of thing was actually i think surprisingly restricted, owing to some 1980s fears about the impacts of arcades op young people. there's been increased interest in arcades, without the commensurate, negative impact on young people. so we worked to revise arcade zoning. so as a result of this, arcades are permissible, permitted or with conditional use in a lot more -- many more zoning districts. we've heard interest from people who want to start arcades without alcohol or anything. the final piece is supporting open-air food service. our code, our health code had said that you need to keep your doors and windows closed at all times, which was a real challenge for businesses that

i live on haight and eddy and i walk to tenderloin every day and have some sense of what it looks like there. but i'm sure mission and haight street and other places as well and getting a sense of really what that looks like and how we can be more supportive. a lot of this, i recognize it's a shared responsibility, what more do we need to do under that? i went on a ride long with ems6 and thinking about the approach they are taking and how this fits into this and that sort of model, you know, i think often in terms of the silos, people mention that h.s.h. and police and d.t.w. need to be a part of these conversations. i agree. there's also the fire department. i think it plays a role in this and sort of how they are being integrated in a way that's helpful and effective. the detox and drop in and sobering center conversation i think i still need a bit more there. it came up when i was meeting with folks who do street outreach saying this is a need we hear about again and again and there's not a lot of places for people to go. and i see there's some sort of longer-term plans around that

i'm the president of the haight-ashbury merchants association. i'm here to call your attention to 1672 haiti street. -- haight street. you can see a headline that appeared that a new business is planning to open in the former record store location. normally this would be an on occasion for celebration that a new business arrived. however it appears this is a formula retail. the website for the company, it appears they have approximately 30 locations. we have reported this to the small business department and have been in contact with planning and has been responsive to our e-mails so far this week. we wanted to make sure that we had clarity on how the city is going to approach this particular situation. the board of the merchants association met at our regularly-scheduled monthly meeting this morning. and they took a position that generally, we are in support of businesses coming into the street that has a number of vacancies. however, in this circumstance, i believe it is also the building owner. so there was a vacancy in that location, nor was

our block of haight street, 100 block, is the site of active drug dealing on a daily basis. you have excellent applicants. you can't go wrong. i will tell you why i would like to serve. but i can't say that i'm any more qualified than the number of people who have spoken. i believe i would be a good addition because first, the office is at ground zero of the issue so we have every incentive to find an answer that works. every day my staff and our clients have to navigate through a crowd of drug dealers to get and out of our building. in addition to other issues that have been mentioned, some drug dealers sometimes sexually harass our female staff members, just on friday we had a dealer threaten our security guard, threaten to kill our guard because he asked them to move away from the front of our building. at the same time we represent a lot of clients who have serious addiction issues who liv on the street. our staff has been traumatized by watching police sweeps with people thrown on the ground and their things thrown away. so figuring out the most effective way to address
