i'm excited because as many of you know, we just announced what supervisor hainey and ronan compromised to mental health sf, where we are going to focus on addressing this crisis in a way that will deliver the kinds of results that we know we need to see on our streets. we owe it to our residents and we owe it to the people that we know are suffering. we have made it clear that we are committed to working together and today, we will introduce a new mental health sf piece of legislation that will dramatically improve how those who are suffering from mental health and substance abuse on our streets receive services. this legislation will allow us to continue the work that we're doing right now and to prioritize those who are currently sadly in crisis. i'm really proud of our behavioral health system which serves over 30,000 people but we know for 4,000 of those people, there are real challenges with providing them the kinds of service that makes a change and we also know that there are some inequities in our behavioral health system because of those 4,000 people, 35% are african-american

(applause). >> that brings us to our last commendation by supervisor hainey. >> thank you supervisor stephanie for declaring november veteran's month or veteran's awareness month. yesterday was a day we were recognising the service of so many people to our country and also looking critically at some of the ways in which our veterans are often failed when they return home. and recommitting to be able to honor them and support them and celebrate them appropriately. with that, i have the privilege today to honor del seymour, one of our cities and one of my district's most well-known and accomplished community leaders and also a veteran. mr. seymour served in the united states army, 82n 82nd airborne from june of 1967 to may of 1969. he was ranked as a specialist, five at the time of discharge, having received several soldier of the months awards and served during the washington riots of 1968 and a dust-method in the com bode ycambodia region. he's run the gamut from living on the streets, workings a taxi driver and becoming the advocate and leader we know him as today. over the last dec

. >> supervisor hainey. >> i introduced legislation to extend just-cause extensions to new buildings here in san francisco following up on assembly member chu's 482. this allows us to extend just cause protections ending what can still be arbitrary evictions on buildings not covered under our rent ordinance, including ones that were built over the last 15 years, which member chu's legislation did not cover and i'm introducing substitute legislation today to add an additional piece, an important piece to this legislation and with the new rent cap, new cap on rent increases, state-wide and the expanded eviction protections, there's been a spike in evictions as landlords seek to evic evict tenants befot goes into effect. others have responded with eviction moratoriums to protect tenants before the new law goes into effect and today i'm introducing our new version of emergency eviction and substitute legislation to the just-cause expansion and the emergency protections effectively make eviction protections retroactive for some tenants and protect tenants during the vulnerable transition

moving on, supervisor hainey, i liked what you said about a housing component in this, because you might have read the story in the sunday examiner about james johnson who has been living in a sobering centre for 16 months because there's no placement for him. there's no supportive housing placement for him. i have been on the board of organization providing the housing and another thing i would love to see is for the people or case managers who work with some of society's hardest clientelle who makes $45,000 a year and that is simply not enough. thank you. >> good afternoon and thank you for all that you do. i think it demonstrates meeting individuals in need, when in need and at the level in which it's needed. i think the individuals need to feel safe with available and qualified first response teaches. teams the individuals on the response teams are adequate to make assessments that are client-centered and not dictated. the blueprint also asks for wages that are adequate for case management and healthy providers to live and substain themselves in san francisco. it's time to stop givin
