haiti. tonight six years after a massive earthquake rocked the haitian capital we'll expose the dark side of international aid work. i'm ali velshi. welcome to part 2 of a special edition of "on target," haiti on shaky ground. the united nations can be a blessing and a curse. but for haiti the western hemisphere's poorest country it's been both. six years ago haiti was devastated by a massive earthquake. its worst natural disaster in more than two centuries. millions of haitians looked to the u.n. for help because the u.n. already had a large presence in haiti and the help did come. governments and private donors pledged more than $13 billion to the relief effort. the u.n. set up temporary housing for thousands of residents. it built schools, hospitals and sanitation systems and the u.n. currently maintains a 380 million dollar annual budget to pay for its peace keeping force in haiti. that pays for the more than 6,000 u.n. soldiers tasked with upholding public security. but the u.n. effort may also have made some things worse. many blame u.n. peace keepers for a cholera epidemic that has le

like, "wow, he's going to come in and gonna help to inspire the rest of the country, not just haiti, but haitianst to develop a country." now in hindsight, i look back at it like, okay, you know, i still don't look at it like i made history. i mean people tell me but i just look at it like that was my job, you know? it's--for me being blessed to do what i do as a musician, to have all the success, to me, that was the least i could do is give back to 15 million haitians that can't do it for themselves. >> shad: and how do you feel about sweet micky's presidency now? >> pras: that's another segment. > this coming tuesday marks six years since a massive earthquake rocked haiti, killing or injury hundreds of thousands of haitians. leaving more than a million. in response, thousands of aid workers were dispatched, raising billions in donations. many of you texted personal contributions. more than 43 million was connected in that way alone in total. more than 13 billion was pledged worldwide. where did that go. i'll take you on a journey through the slums much porta badlands. and you'll hear the politicians, the haitians who are trying to peace their lives together. you'll also hear from the people most accountable for what has and has not happened. the list includes the head of the united nations mission in haiti, the director of the american red cross in latin america, and the man that run haiti for the last decade. and the president that ran haiti. first the money dral. david ari otto was there. and covered the devastation, six years later we sent him back to investigate how billions was spent. here is part one of this "on target" report. haiti on shaky ground. >>> six years ago security camures captured this

haiti from the beginning in 1986. they put the government much the way as they are orchestrating the one today, and essentially wh haitians had an election in 1990. the u.s. made a cute detar, two military interventions. haiti is the only militarily occupied country by the united nations in the western hemisphere at washington's behest. if haitians were allowed to carry out their own sovereign elections, there wouldn't be destabilization. it began with the u.s.-backed cout d'etat in 1921, many years ago >>> good to get your thoughts on this. kim ives joining us from new york >>> algerian lawmakers passed laws. the government says the amendments fulfilled a promise to strengthen democracy. opposition -- >>> german chancellor angela merkel and francois holland, french president met on the border to tackle the plan to tackle the refugee crisis. the two leaders called for a joint strategy to step up border security and aid for refugees, it strained regulations between member states. >> macedonia started to build a fence along its border. it is intended to help with security. the law allows refugees from syria, afghanistan and

it's unfortunate that the election cycle was not completed and for haiti to have an elected president, which is what the haitian people want andthat they're asking for. president martelly was able to complete his five year term and that ends today and within the next few days, haiti will have an interm president and hopefully carry out elections as soon as possible >> when did everything go wrong? >>man: we, haiti went through the earthquake. we inherited a country that was in shambles. 50 percent of the population when i left last year, we left a country that was growing. the economy was growing over four percent. the poverty reduced from 31 to 20. the security was doing much better. we wer one of the most valued countries and safest countries and then everything went south because of, i would say bad political decisions. weak leadership that caused the situation to come where it's at today. >> what has to happen next? >>man: well, elections as soon as possible. i think the haitianpeople deserve it. they've gone through a long cycle and we need to have an elected leader as soon as ssible to continue the progre

experience in the public administration and holds respect in the political circles in haiti and certainly we hope and every haitian hopes that he can carry out the mandate to organization the selection the runoff in 120 days. it's going to be a tough task but you know all the parties have now agreed that he is the right man to lead that transition. and we all hope that that is the case so that the country can move forward and have an elected president and elected congress so that we can stabilize the country and the country can move forward towards better days. >> there was a first round of the presidential election actually back in october and an independent investigation found that it was flawed in favor of president martelly's favorite candidate. do you think it was? >> well, there was certainly a lot of irregularities. there was an independent commission put forward and the independent commission came with a report and the report had several recommendations in order to create confidence. the report found that there was many cases of irregularities for many candidates and irregularities that need to be fixed. b
