. >> joining me now is democratic congressman hakeem jeffries, a member of the house judiciary committeeaddresses prison reform, first step. thank you for being with us. we've had a chance to talk about this issue before, and i think it is one of the most important issues facing the country, and it's a unicorn right now, because an issue that really, most people agree on. there is bipartisan support for prison reform. there was bipartisan support in the house for your first step legislation. it passed the house. why isn't it past the senate? >> well, we're hopeful that it's going to move forward in the senate in a bipartisan way. as you indicated, john, mass incarceration is a uniquely american problem where we send more people to prison than any other nation in the world. when the failed war on drugs began in 1971, there were less than 350,000 people incarcerated in america. today we imprison approximately 2.2 million, a significant number of them nonviolent drug offenders. and so, mass incarceration and overcriminalization in our country, it's not a democratic problem or a republican p
