. >> this week on news makers, we are joined by hal rogers, chairman of the appropriations committee. thank you for doing this. to reporters to help us with this conversation, and the tailor the associated press, congressional reporter, and roxanne from bloomberg news, congressional reporter. >> mr. chairman, as everybody in washington is very concerned about this phenomenon called a sequester, these automatic bid into automatic indiscriminate cuts across the board, 8% to the pentagon, you have been looking at the kind of impact this will have. what you expect? how much damage you think it would do four different operations? >> needless to say, being an appropriate, but think it is an idiotic way to do business. these are indiscriminate cuts. they are not thought through. they're just automatic across- the-board, without any consideration of good, bad or evil or whatever. so i think the cuts are devastating. i am sad to see take place. but i don't see any effort being made realistically to stop it. >> do you think that, once the sequestered takes effect, that people will see the wide

. >> hal rogers from kentucky. >> they are going to meet and they are going to put up a new continuingesolution. all right. a temporary budget that will take them to the end of the fiscal year. no government shutdown. in that budget they are going to give the defense department and maybe some other agencies some additional flexibility to meet these sequestration spending cuts. they will give them some flexibility and keep the government open and trap president obama because the next day the sky won't fall, the economy will be fine, the criminals will not be let out of prison and this nonsense from the defense department about losing 800,000 civilians to furloughs will not happen. none of this will happen. it's just politics. >> that's a great strategic point. that's the buzz on capitol hill. republicans want to move away from these pentagon cuts and put pressure on the president to come up with new cuts. karl rove recommended that today in the "wall street journal." >> pentagon is 20% of our federal budget. if you're going to make cuts in spending that's not entitlements you have to --

if the continuing resolution, let's talk about the house, hal rogers, if they forego these budget cutstary and nonmilitary, i would argue the republican party is just going to split in two and self-destruct. >> first let me explain what the cre is. the last budget the congress passed was four years ago, three years ago. >> that's correct. >> the senate hasn't pass ad budget in three years. house has senate hasn't. the result is the government operates under a continuing resolution which says spend next year the same amount you spent last year. the question is when the new continuing resolution comes up, will it reflect the lower levels of sequester or not. >> that's the key. >> the real question here is john boehner speaker of the house of the republican majority or will he be in effect a coalition speaker? pelosi's people plus 30 or 40 people boehner loyalists. >> that means in effect they water down the budget cuts. >> yeah. >> substantially. >> if boehner does that he essentially is changing his position from being speaker of the republican majority to kind of a coalition speaker. t

speaker, what do you think about hal rogers' display to include -- >> there are a lot of options for highways in the continuing resolution. no decisions have been made about how to do that or when to do that. thank you. >> what did you get mrs. boehner for valentine's day? >> house members begin legislative work in about 10 minutes. 1:30 eastern. one bill, a bill to continue the federal worker pay freeze through this year. the freeze has been in effect since 2010, but president obama issued an executive order to allow a half percent pay increase starting march 27. today's bill would override that executive order. ahead of this afternoon's rule debate, we spoke to a capitol hill reporter for a preview. >> congress for roll call, joining us from capitol hill, why are house republicans eager to pass a bill that would freeze federal employee pay for another year? >> republicans are eager to pass this bill, another gesture, another way to show that they are leaders in the campaign to cut spending. they are leading by example. where the pay freeze bill not only overturns december, 2012, ex
