we all have our disagreements in city hall. there are times when the mayor and i agree on things and disagree. i know that is true with all of my colleagues. he always brings an incredibly positive and collaborative approach. even if you disagree, you can sit down and talk about it and try to work it out. his attitude toward the budget is not unique to the budget. the mayor brings that attitude toward every single thing that he does at city hall. it makes all of our lives a lot easier in terms of trying to get things done for the community. mayor lee. i want to welcome all of you to this town hall. i want to thank all of you for your community leadership and let you know that you're taking part in a very, incredibly important part of our city governance. i thing many of you know that the budget is the most important set of decisions that we make every single year. the budget reflects our priorities as a city and reflects our values. and many of you probably also know that in recent years, every year since i have been in office, we have had a budget deficit. so we have to make some very, very difficult choices. i want to thank not only not of you who have -- not only all of you who have come here today, but those from city government, in particular are city officials. this is the second annual budget town hall, something we started in mayor lee's first year. in the first meeting i had with mayor lee after he was sworn in as our interim mayor last year, i asked him and other supervisors asked him for ways to make our budget process more collaborative and more transparent. and the

we did not talk about electronic waybills at the town hall meeting. it became more amenable toward the taxi industry. today, there were a lot of concerns. some should be brought before town hall meetings, so they can be vented properly. there were genuine concerns about the wording. we have not seen these changes until the last few days. i cannot even react well to that. regarding 14, they make a lot of housekeeping changes, except for the one about the board of appeals. i have a concern about due process. all the permits issued by the city go to the board of appeals. if you do this, you have a legal precedent. you may have to say that means other permits should skip the board of appeals. you should have no more board of appeals. this is looked at by the rest of the city government as permits the go to the board of appeals. you will have to change the charter, possibly. the city attorney should look into that. the other part is it is part of our fees that go toward the expenses of the board of appeals. that means you should send refund checks to every

moving forward from here, we will transmit these changes to city hall. it is possible that the budget finance committee will want to bring us back for a -- for a second hearing. in the big scheme of things, $18 million is not substantive. we may not have a second hearing. we will be updating members of the board of supervisors on the changes. the new fiscal year starts july 1. supervisors have until august 1 to except to not act, at which point they willfully reject or accept the budget. i do not completely anticipate that happening. having spoken to the director on the reporting to the governance committee, we will try to do is bring much more comprehensive reporting on the budget, so the board has good visibility into what we're doing on the expenditure side. i guess the only other footnote i would add, ms. martin mentioned during public comment that the board has recommended $4 million in support of $5 million. i recommend that we and shorten the time line, with the balance of funding that we have, we could do a 19 month by the -- pilot, giving us the

right here in city hall. it gets so silly y'all.se] >> commissioners, i am glad and very grateful to you. he demonstrated to me tonight that he did take the oath of office seriously. as someone who devoted eight years of their life to this commission and before that, four years on the board of appeals, when that commission had jurisdiction, i can say from personal experience, it is an understatement. it is a thankless tax -- re- tasked to serve on any commission. you have given me faith you are going to follow the law and the evidence in this case. the law is very clear. i quote the former city attorney, "the charter does not authorize the commission to impose any public censure upon individuals who have not committed a violation. the commission must find probable cause to believe that's an order related to finance, lobbying, or other has been violated. if no violation is found, no further action will be taken. i hope you will continue to serve as admirably as you have tonight. now he is back inside in our front hall. we are happy to have him back. at the far end of the hall we have what is known as the musicians' nook. two or three musicians during an evening dinner party could gather in this space and play and entertain the pabst family. situated in the nook is one of the captain's prized possessions. a ceremonial chair, featuring the crest of the ruling family of prussia, in hand tooled leather situated in the front hall. behind it an extraordinary clock that belonged to blatz, the competitive beer bare roon and donator of art to the house. a clock dating to the 1890s. this 'tis tis the music room. far less formal than the rest of the rooms. this is really where the pabst family would have entertained themselves and also their close circle of friend. what's interesting about the pabst mansion, while a 20,000 square foot house it is a very intimate house. and so, this room that has -- approximately 15 chains are it, actually one of the largest seating areas in the house. they were in their 50s when they built the home. and so,

supervisor kim: when does the city hall fellowship program began -- when does it begin? >> it begins in august. i do want to comment -- with your permission, we are doing a major initiative in dhr, but it affects all departments. we have done a process review and we have several new systems that we think will speed up hiring going forward. that is one of the burdens that we have -- i don't want to city's civil service system is a burden, but it is an obligation. when we want to fill a job, we have a very technical process. we have to create an exam that is job-related and can be evaluated it so we can hire on the merit basis. it all takes time. we have adopted a number of core examinations that can be adopted or added on to write various departments. we think that will result in both better hires and more rapid hiring. we have an electronic service request system of that we are in putting. all of these we think will lead to faster hires. the department of building inspection has to europe's more rapidly. they have not been able to do suit -- be able to do so as rapidly a

in this hall. the painting as a showstopper for this it particular space was acquired by us and it's entitled farewell to the homeland. the pabsts would have purchased this in the 1880s, it was painted in 1856. in the decade around when captain and mrs. pabst both emigrated to america from germany. and so this painting in particular would have had such great resonance with captain and mrs. pabst in that they would have experienced all the emotion of leaving one's homeland for the unknown. this conveys all the great sadness. on the left side underneath the old varnish, you also have two or three gentlemen having a drink and looking forward. and so this is conveying both sides of the emigration story. the sadness of leaving one's homeland but also looking forward to new opportunities. this is the master suite. this particular room is the master sitting room. this would have been mrs. pabst's inner sanctum where she would have had her sewing table and her correspondence and more so of the spaceses tha
