>> come on up. >> my name is henry i moved in directly crossed the street from the hall. i'm an unfortunate person for them i'm the business for surveying for temperature or. - because of crime that was attracted the dallas passenger door was very supportive of my effort. the hall i ago with my neighbor most of the time no issue and we would like to have them in the neighborhood we thought they were a selling point in the neighborhood the reality is the bill of sale we were soiled. i didn't think it was an aa meeting but there's a lot of broken bottles and a ton of tra trash. i've not stipend because i understand that san francisco has a different approach than dallas does. i'm overseas and i travel a lot. my request is you approve their permit it is blatantly untrue there is not loitering and it's loud. i believe some of those are 18 and older. and the fence she mentioned is not on the residential side of the street. and so say it's monthly a residential area is not true. so we want them to do what they said what they would do. we'd like some controls the rest of time >>

meetings in city hall all the time. so having a very open process. second of all, managing our budget in a very financially responsible manner. as mayor lee mentioned we want to plan as spouses for the long haul in san francisco and this is about the long-term security of our city, both in terms of the services we provide and residents that we serve and we want to make sure that the public has confidence that we are managing our dollars and taking a long-term perspective of our city's financial health. and lastly, making sure as mayor lee also mentioned that our budget reflects the priorities of our city, today and tomorrow. the budget more than anything is really a testament about our priorities and priority document and what we value as a city and making sure that our budget reflects that 100% is so important. so we're going to continue to work together in city hall, both with my colleagues on the board of supervisors, with the mayor, great budget director in kate howard, and we're going to have the budget process and

there are some reoccurring themes at the town hall meetings. we heard from different hiv and aids non-profits and positive resources and they spoke very passionately about the need for funding especially in light of federal state cuts. the living campaign also mobilized a very vocal constituency advocating support for the b top program. this was a federal grant that was responsible for putting computers and tutors in city college neighborhood resource centers and senior centers. this is the way the technology can be a life looik -- line to connect people that don't have access. that grant experience has expired. they have put it in their budget to continue the funding but the advocates did a very good job to make sure our policy makers understood this was a priority. there was also advocacy for continued funding for services administrated by dos including in home services and pedestrian safety was an issue across all communities. we heard from a high school student talked about her friend killed on a crosswalk. she really made the plea that eve

custody in justly hall has gone down substantial. as of yesterday there were 70 youth in custody 56 of those youth had a gun or violence petition. 80 percent of all you all the youth have a petition for a gun or violation recommended petition tow percent. a particular note is the fact that 41 percent are almost half of this population are 15 years old or younger. 9 percent of the population is age 18 years old. again looking at the counter population in juvenile hall 15 percent have a gun related offense and it 12 percent are charged with murder and the oftentimes they're charged with robberies. the theft of cell phones or other electronic devises is involved. looking at some of the kinds processing >> if you were to look at - if we look at when our census was 1 hundred and thirty or 40 would those percentages look different. if you show me this would a certainty percentage for the changing landscape comes in the case of situations where probation officers work for the county of san francisco work with violent are faced with offender

i'm happy to co-host this town hall with supervisor eric mar. i think that both of our districts -- our residents share a lot of the same concerns and we have high populations of children and families, lot of seniors as well as folks from immigrant community. and, so, today i think that it is a great partnership that we have. i also want to thank the department heads who are here as well as our mayor and very hard working budget director having been the legislative aid to former supervisor carmen chueed when served on the budget committee four years, i know how hard it is that all of you worked to put together the budget. ~ who had as you know the mayor and his team will be submitting the budget to the board by june 1st, and, so, i think that we're very lucky that we have a very collaborative mayor and his team who want to hear from you as he's putting the budget together, not after, but during the process so that he can incorporate your feedback into his budget. so, with that, i want to turn it over to our budget chair, supervisor mark farrell.
