hallie, what are we expecting? >> reporter: savan saw, you talked about all the news happening as we come on the air tonight. the vice president, of course, is aware of all that. i just spoke with a source familiar with the vice president's speech. he said even late into tonight, tweaks were being made because of the avalanche of news. everything from the hurricane which i'm told the vice president is likely to address, to issues surrounding race and the police shootings that we've been talking about, which i'm told the vice president will speak broadly about. expect this speech, though, to hit heavily on themes of patriotism. when you keep in mind the setting, we are here at fort mchenry, the site that inspired francis scott key to write the star-spangled banner. the vice president will also talk policy. he will, according to sources, really try to draw contrasts and be more policy heavy than we've seen with previous speakers. and talk about the terrors of a joe biden administration from that policy perspective. w

. >> let me turn to hallie jackson. she has reporting on what we'll be hearing from melania trump a short time from now. what can you tell us, ally? >> this is a big moment and big deal speech for the first lady, expected to be one of her longest speeches she'll deliver from the newly renovated rose garden. president trump was spotted there a couple minutes ago taking a look at the set up. you see about 100 chairs in a socially distant fashion. this is going to be a positive and uplifting campaign. the first lady be talk about her be best campaign and tangible ways to expand that over the next four years if her husband is ree ekt willed. she'll talk about the pride she has in her husband and his accomplishments. melania trump's task is to humanize president trump. she wants to make him relate able to suburban voters. there's pressure on melania trump. she doesn't often step into the spotlight in this way. one of the last times she did at the 2016 national convention, there was a fire storm over remarks she made that wer

>> of course, those interviews with hallie jackson on the 10:00. thanks so much, jack. meanwhile, erin, police moved in again last night to make more arrests in portland. what is the mayor going to do there to maintain order as he continues to hear strong criticism from the president? >> reporter: yeah. that's right. another night of clashes here in portland as protesters confronted police throwing rocks, eggs and other projectiles. 29 arrests were made. and among the items seized by the police, two loaded handguns, and a knife, capping off a weekend that was tumultuous and chaotic. right here saturday night a man was shot and killed. following a protest supporters. a caravan seen firing paintballs as well as mace, confronts protesters, clashes ensued and a number of arrests made. authorities say the caravan for the most part had left portland by the time of the shooting. it's unclear how the two are connected although the victim was wearing a far right hat. authorities are not naming him. they've also yet to arrest any suspects in connection with that shooting. andrea?

let's go hallie jackson on that issue. gun control, we heard from advocates. hallie, what do you know? >> savannah, you're talking about congresswoman giffords. that is the longest speech she has delivered publicly since that shooting in 2011. her spokesperson tells me tonight that she worked for months with her speech therapist on this because she wanted to get it right. she wanted to get it right for joe biden, she wanted to get it right for this moment and it was an extraordinary moment to watch her. the fact that gun control was the first issue really out of the gate in the programming this evening really highlights how democrats are hoping this is a get out the vote issue, particularly for younger people. when you look at polling over the last several years, it consistently shows that a majority of americans do support gun reform to a degree. but then you look at the political landscape on this. and since newtown, and you saw joe biden, a clip of him talking about it there, you've had el paso, parkland, las vegas and very little has changed when it comes

significant because a couple of hours ago you had benjamin crump, the family attorney, telling our own halliehere hadn't been outreach to him in terms of trying to get in touch with the family on behalf of the white house. so a couple of questions about how that arrangement is being made, who actually has been in touch. they're hopeful that could come together as soon as today in terms of what we may see. but tomorrow the president is headed to kenosha and there is no meeting on the schedule at this time. we're told by the white house instead the focus is really going to be on law enforcement and surveying damage. it comes after calls not just from the wisconsin governor, but other local officials to really rethink the visit. in the words of the governor, they're worried that the president being on the ground there could hinder the healing process. but the white house wanted to proceed with the visit saying he absolutely will be going forward. there were a lot of questions raised earlier when kaleigh mcenanmc mcenany said it is being efforted. it is notable as the president goes to wisconsin,
