now, to my colleague, hallie jackson, who is on the ground. >> reporter: today, a new vantage point from offshore looking toward where the oil spilled into the pacific from this culvert, a focus of the cleanup today. on the water both set booms to contain and absorb the spill as the response gets bigger. >> i see a big mess. we are fortunate the spill was contained rather quickly. unfortunately, oil did get into the ocean. >> reporter: in the ocean a sea lion swims through the slick and on land we're there as another is brought in. this is the first sea lion we have seen that may have been affected by the oil spill. crews will be transporting it to a stabilization center so they can look at how healthy it is and how to help it recover. some animals discovered dead but rescuers are hoping to save at least five pelicans they found. >> i anticipate we in the next few days we'll likely start seeing more. >> reporter: the spill raising questions about the company that owns the pipeline that burst tuesday, plains all american. federal records show 175 safety incidents reported since 2006 causi

headed into the memorial day weekend nbc's hallie jackson starts us off from there. >> reporter: two slicks now stretch nine miles down the santa barbara coast, both with booms trying to contain the crude oil. and on the normally pristine beach, workers meticulously rake slick sludge, suited up in hazmat gear. a mile down the shoreline, volunteers use bare hands. some volunteers are using shovels to try to get this oil into buckets. others say it's actually easier to use their hands to scoop up this oil from the stand and take it off the beach. some came hoping to help wildlife only finding there is nothing to save. >> everything is either dead, gone, and a mess. miles and miles of oil. >> reporter: kristina guerrero's 16-year-old daughter scooped oil into bucket, each wave washing up more. >> this is a lesson we should have learned in 1969. >> reporter: the 1969 oil spill which started the modern day environmental movement still feels fresh in the minds of folks who live here that offshore leak dumped 4.2 million gallons of crude oil into the pacific and spread some 300 miles along

nbc's hally jackson joins me from santa barbara. i know this is a far smaller spill, but it is still fatal to wildlife and, of course dangerous to the beaches. >> reporter: and folks around here say it can still be devastating. we're actually a little bit up from the beach because cleanup crews within about the last hour came out -- take a look. you see workers in white suits. they've got shovels rakes. some of them are scooping up sand and placing them into plastic bags. this is meticulous and painstaking work. and looking at it should give you a sense of why cleanup along the santa barbara coastline and this beach may take so long. we're talking about 21,000 gallons of oil that spilled from a broken pipeline just up the road from where we are. flowed into a culvert, and that's how it ended up on the beach and eventually into the water. you might hear that helicopter right now flying overhead. the coast guard, other agencies doing flyovers to look at the damage. just a couple of seconds ago but we began talking, we saw wildlife ass
