i'm hallie jackson here in hanoi. right now diplomatic teams from the u.s.rea are working and reworking plans for the big summit between president trump and kim jong-un. so we know the major long-term goal for the u.s. is to convince north korea to actually get rid of its nuclear weapons. what's in it for north korea? joining me now, bill neely across town, and the senior fellow at brookings, also a former cia analyst. bill, let me start with you. there's a series of headlines that came out after the first summit in singapore. one from our own team at nbc news talking about how the president in north korea specifically was increasing nuclear production, for example. you had another headline, "the wall street journal" reporting north korea expanded a key missile manufacturing plant that july. in november "the times" reported satellite images showed north korea was expandening more than a dozen missile bases. what have they done to give the u.s. confidence that they'll play ball this time? >> reporter: well, the short answer is very little, and you might add t
