hallie jackson now with the latest. >> reporter: a new investigation tonight into whether tiktok's parent company is spying on americans. the justice department and fbi now looking into whether the chinese company bytedance illegally surveilled journalists according to a law enforcement official with knowledge of the matter some of those journalists include reporters for "forbes" who say they found they had been tracked through their user data and ip addresses. >> the companies have acknowledged that they were tracking my location in order to try to figure out who was talking to me. >> reporter: the doj declining to comment and so is tiktok, but bytedance tells nbc, it's investigating the spying internally, and will cooperate with any official inquiries saying, we have strongly condemned the actions of the individuals found to have been involved, and they are no longer employed at bytedance. it comes as the biden administration is getting more aggressive about tiktok, one of the world's most popular social media apps, just this week issuing a kind of ultimatum telling bytedance to sell of

nbc news senior washington correspondent hallie jackson joins us now. allie, great to see you on a friday. there are several investigations underway. i didn't even name them all. so far mr. trump has used his social media channels to respond to those cases. what do we expect when he has this big rally tomorrow? >> frankly, kate, based on the reporting i've done i expect it to be sort of live and in person as these investigations, against what i'm told he sees as -- and he clearly does see based on his truth social, the rigged system against him. and he'll also go on the attack, i'm told, against florida governor ron desantis. somebody who he's also been going after on his social media pages online on his platform here. this is part of what donald trump did in 2016 and in 2015 in the days before he first became president. it was a kind of grievance campaign, kate, and based on the folks i'm talking to here familiar with the way that the former president is thinking about tomorrow night, he expect to make very good use of that big stage on offense. i say b

nbc's senior washington correspondent hallie jackson on this story. how significant is this for tiktok? >> reporter: well, significant, right? we don't know if it is going to pass congress but it is certainly the newest, latest threat of a national ban for this really popular platform. there's this bipartisan push for a plan that would give the biden administration via the commerce secretary more power to make moves against tech platforms like tiktok, potentially blocking them from operating here all together. it focuses on tech companies based in six countries considered adversaries, that includes china, remember tiktok is owned by a chinese-based parent company byte dance. lawmakers are worried about national security and as you mentioned the white house does support the new bill but tiktok has said, listen, they work to protect u.s. user data they tell nbc news in a new statement, the u.s. ban on tiktok would be a ban on the export of american culture and values to the billion-plus people who use our service worldwide. now, keep in mind, there has
