. >> okay, commissioner hamasaki >> thank you. so that was a little shocking. so you only had two civilian employees since the law was enacted to work on this? >> yes. we released 32 incidents. >> i mean, considering you only had two people, that seems like a fair amount. but i'm just shocked at -- i didn't realize how underresourced the department was as well, in regards to s.b.1421 resourcing. so i'm going to -- i was trying to understand this with commissioner taylor too. when you say you closed 36, does that mean that you've produced files in response to requests for 36 incidents? >> we don't have that necessarily specific to that. but one of our data collection problems is we are working with our vendor to create the system that we need to be able to push a button and spit out these numbers. we thought that it had taken place. we thought that we were moving forward with that system. and it's held up somewhere in the budget process, because the way that money is allocated, that funding wasn't allocated, is my understanding. >> oh, no, no, i understand. >> s

and the question i think commissioner hamasaki had asked, how far back we go. and we are going to go back as far as the records exist. and i can use myself as an example. lieutenant spoke with use of force. so in 2006 we began to capture use of force data in what's called the aim system. so that's readily accessible in a record management system, but for anybody still with the department, and there are many of us, we have to do a hand check. and the starting point for that is to look at use of force logs and go through those logs, those actual pieces of paper to see, using myself as an example, did sullivan use force in 1995, 1998? there are going to be case numbers associated with that. that entails that the staff actually look at those reports, they have to find the reports and then have to read through the reports to make it come to a determination of whether or not the force that was used falls within the category that we are talking about great bodily injury. so there can be associated photographs with that. sometimes making a g.b.i. determination isn't as

commissioner hamasaki. >> thank you. thank you commissioner mazzucco for sharing that story. i think that's as commissioners we see that the homelessness issue is an issue that has to be embraced by the whole city. and it's good to hear about all of our friends, neighbors, community and law enforcement being a part of a positive resolution -- not a resolution but at least a step forward of an individual incident. i just wanted to say that i'm glad that this election is behind us, and i wanted to congratulate our new district attorney chase bodine on his election. and i know that there was a lot of divisiveness that went on during this election between various actions. i stayed out of the whole election. i didn't -- i mean, i voted. so i didn't actually stay out of the election, but now that it's behind us, i think that it's good to see signs that everybody is looking forward to putting that behind us and working to move forward to ensure that our system of justice is functioning in a way that the citizens of this -- and

so do either commissioners taylor or hamasaki have a comment on this point? >> i do. >> i think miss taylor >> that was one of my questions. i mean, i think we are all surprised by it. it's an interesting vote -- [off mic] >> yes. we are all pretty surprised by this. it's an interesting road to pursue, right? if we pursue an officer who is resigned, i want to make sure we are on firm ground if there's litigation over that. it would be nice to have more than buck, who is obviously wonderful, and i respect him, but more than that for our ability to move forward. so i don't know. >> i'm not sure what the question is, but that is the opinion of the city attorney's office, it's not just buck >> and this is based on legal analysis of case law? >> right. so the commission has subpoena power. the commission could issue a subpoena. we would have to go to court to enforce it. but all those are questions that would be anticipated heavily litigated down the road. and we'll cross that bridge when we get there. >> commissioner hamasaki? >> yeah. so this is something that's

yes commissioner hamasaki. >> i mean i guess i appreciate the speaker's words.uess my only thought is -- or my thought is if there's money that's being used by the poa, and i do agree with the speaker that some of the political tactics and so forth were reprehensible and beneath the dignity of the department, but then again, this is not the police department's actions and this only represents the p. o. a.^ but in my view this is $6,000 that won't be spent on any future reprehensible conduct. so i'm a bit conflicted. i do understand what the speaker is saying. but at the end of the day i think it's been widely reported that were it not for all of this reprehensible conduct our new district attorney probably wouldn't be in office. so i think that maybe it ended up working out well for him. and he's the candidate you support. so i don't know. i'm a little conflicted. it seems like the money going to the wilderness program is a good thing. money generally going to the wilderness program is a good thing and it's $6,000 that they can't get themselves in trouble with.

. >> commissioner hamasaki >> thank you. last week i attended a meeting at affirmative action for captain yick and one of the sergeants who i don't recall his name, as well as a number of members from the chinatown community to discuss the ongoing real problems that asian-americans, the chinese community are having in this city, both in chinatown and other districts where there's heavy asian populations and the mayor's office as well. and really i think everybody is seeing the news reports and headlines so i don't need to repeat all of that. but people are really looking for new and innovative solutions to a problem that seems to have spiked up in a way that is causing a lot of real challenges within various communities. so it was good to be there and hear everybody's perspective and hopefully we can keep working to make advances so that there's no longer the fear or concern of chinese and asian-americans being targeted in our communities. >> thank you. next line item. >> line item 1e, commissioner announcements and scheduli
